Labor right is the fundamental right of for the disabled.The disabled and healthypeople,enjoy equal employment and choice of employment rights endowed by law.The government have made a series of employment policies,laws and regulations,according to national conditions,to ensure the disabled vital interests,to achieveemployment accessibility for the disabled.However,There are some problems andobstacles in the implementation and execution of disabled employment policy,affecting the effects of policies to promote employment for the disabled persons.Sothis policy about the implementation of the labor persons with disabilities as a pointfor research.The research selected eight districts of four street in Kai:YunFeng,wenfeng,hanfeng,Baihe.And the research used questionnaire and case interview and literatureresearch methods for a comprehensive understanding of employment for thedisabled.The author use Smith policy execution model respectively analyze the causeof disabled employment.On one side we can understand the reality of employmentfor the disabled in kai county,on the other side we can explore the concentration ofthe disabled employment policy,decentralized employment in proportion,individualemployment policies of the three main problems existing in the employment policiesin the implementation process policy execution impeded from four aspects ofidealized policy,policy actuators,policy target groups,policy environment.Finally,this study made some methods according to the found difficults duringthe research: First,the government take the lead in changing ideas;Second,we willimprove participating mechanism policy;Three,we should open the new path ofemployment for the disabled in network era;Four is comprehensive quality toimprove disabled people....
