| Fostering community social organizations is an important element of grassroots work.The level of development of community social organizations is characterized by variation within regions with good macro development conditions.Research has found that the development level of community social organizations is influenced by a combination of factors,while a particular development level may be caused by a combination of several factors.There are studies that focus on one or certain factors,and few studies that explain the differences in the development levels of community social organizations holistically.This paper reviews the literature and summarizes three development models: government-led development,community-led development,and government-society collaborative development,and distills six factors,including government support,community social capital,organizational legitimacy,party building leadership,key actor capacity,and social resources,by combining literature review and relevant practices.A sample of 17 cases was collected through semi-structured interviews,and the data were processed using clear-set qualitative comparative analysis.The study found that government support,community social capital and the ability of key actors are the necessary conditions for the high development level of community social organizations;Lack of social resources is a necessary condition for lagging development.The results show that there is a multiple concurrent mechanism of one result and multiple causes in the development level of community social organizations.There are two kinds of paths for high development level: "social independent development type" and "government coordinated development type";There are three kinds of paths for low development level,namely "extremely lack of conditions","lack of resources" and "lack of capacity".On this basis,this paper discusses the role of six influencing factors on the development of community social organizations and their interaction,and further analyzes the formation mechanism of each path.By refining the core conditions of the path,this paper finds that the combination of resource conditions composed of government support and social resources and the ability of key actors jointly determines the development level of community social organizations.Good resource conditions and strong capabilities of key actors have maintained the good development of community social organizations.When there is a lack of conditions,community social organizations will fall into development difficulties.As auxiliary conditions,community social capital,organizational legitimacy and Party building guidance can also improve the development environment of community social organizations to a certain extent.This study deepens the understanding of the relevant factors and factor combinations of the development of community social organizations,which is helpful to the comprehensive implementation of policies. |
