Since entering the 20 th century,Internet technology has been developing rapidly with a high-speed attitude.In particular,the development of mobile Internet and smartphone client technology has also affected the government’s public management and the management and service methods of providing public services to a great extent,and also deeply affected the interaction between the government and citizens to a great extent.The government’s provision of public services to citizens has always adhered to the principles of convenience for the people,which coincides with the great convenience brought by the development of mobile Internet to people’s communication and interaction.In order to make full use of the advantages of emerging things such as the Internet,speed up the updating of government service methods and provide more high-quality convenience and benefit services for the people,The e-government performance of 31 provincial governments in China is the core measurement standard of e-government ability,which includes the interaction effect of various tools.This study takes the maximization of energy efficiency of resource factors as the starting point,and a single resource tool can not be used as the evaluation standard to evaluate the performance of e-government services.It collects and integrates all core resource factors,and builds them into path distribution with different interpretation strength,so as to explore the essential influence mechanism included under the surface state of these paths.There will also be a certain degree of interaction between resource tools.Through the matching and combination of different resource tools to achieve the result of barrel effect,this study includes six specific resource tools for in-depth discussion,and analyzes the specific reasons for the differences in e-government performance among regions.This study adopts the fuzzy set QCA comparative analysis method which can classify and measure the comparison at the same time,through the detailed coding and division of the collected egovernment service resource tool indicators in 31 provinces,takes the resource tool types determined in this study as the antecedents of the influencing factors of e-government service performance,and deeply discusses the optimal combination path that can form highperformance e-government service capability,Fuzzy set QCA is used for the analysis of this study.The basic analysis data are obtained according to the actual data of the case and the construction of the truth table.The specific distribution of antecedent conditional configurations is explored through the comparative analysis of conditional configurations.Through the comparison of research data,the following three findings are obtained: first,among different resource tools,the main antecedents of e-government performance of provincial governments are the financial distribution of resources,the attention of leaders and the construction of data management institutions.Secondly,from the analysis of univariate necessity conditions,it is not found that there is a single conditional variable that can have a necessary impact on the performance of e-government.In reality,provincial governments need to maximize the use of their limited resources and reasonably allocate the distribution and combination of various resource tools.Through the analysis of conditional configuration,it is concluded that the realization of high performance of regional government e-government depends on four different configuration types,including comprehensive combination type,leadership leading type,finance and technology driving type,economy and network driving type that can be used in the resource framework.It plays a reference role for the improvement of e-government performance of local governments and the combination and application of various resource tools,and helps local governments to optimize the allocation and combination of limited resource tools,so as to create their own high-performance implementation path of E-government Based on their own actual resource distribution.
