Research On The Path Of Improving Social Assistance For The Disabled In S District Of Chengdu

According to the proportion of the second sampling survey for disabled people in China in 2010,there are about 85 million disabled people in China.Most of them are living a hard life and facing a number of problems.With the development of social economy in china and the continuous improvement of system construction such as laws,regulations and so on,the great advances have been made in social security for disabled people who have received more help and have obtained recognition.As an important part of social security for the disabled people,social assistance for the disabled people has also been greatly improved to a certain extent.However it still lags behind the development of social economy and overall social security.This paper makes an in-depth study on existing circumstances,problems and causes of social assistance for the disabled people in S district in Chengdu which has been selected as the main research object,and makes great solutions and suggestions with the perspective of social quality theory and from four aspects of its core concept which are socio-economic security,social cohesion,social inclusion and social empowerment.On the basis of this theory,the first and second chapters discuss the research background,research significance,literature review and research ideas of social assistance for the disabled people,define the relevant concepts,and explain the selected social quality theory and empowerment theory;The third,fourth and fifth chapters start with the current situation of social assistance for the disabled people in S district of Chengdu,with the methods of data collection,interview and investigation,questionnaire survey,etc and identify the fact that there are insufficient social and economic security problems such as low assistance standards and tedious processes,weak social cohesion problems such as lack of social cognition and social support,problems that restrict the social inclusion of the disabled people,such as the lack of public services and equal rights,and the problems with lack of social empowerment,such as the lack of psychological counseling and pathway for capacity growth.The chapters also analyzes the causes of the problems from four aspects which are the limitations of assistance,the lack of collaborative support,the social discrimination and prejudice,and the physical and mental differences.Through literature analysis,the sixth and seventh chapters summarize the advanced experience and Enlightenment of social assistance for the disabled people in advanced areas at home and abroad,and propose optimal suggestions in four aspects which are the co-improvement of financial and social effect,the co-development of social cognition and social support,the co-promotion of social participation and political participation,and the co-promotion of psychological empowerment and capacity empowerment,so as to provide reference strategies for county-level local government in the current district to further improve the social relations of the disabled people and to enhance the level of social assistance for the disabled people.
