The Research On The Path Of Communist Youth League Organizations In W Development Zone Of J Province Participate In Social Governance

The decision of the Third Plenary Session of the 18 th CPC Central Committee used the term "social governance" first time.Subsequently,the report to the 19 th CPC National Congress and the Decision of the Fourth Plenary Session of the 19 th CPC Central Committee made comprehensive arrangements for social governance.In April 2021,the CPC Central Committee and The State Council issued the Opinions on Strengthening the Modernization of Community-level Governance System and Capacity,proposing that community-level governance is the cornerstone of national governance and the basic project for the modernization of China’s governance system and capacity.The Communist Youth League is the Party’s assistant and reserve army,and the bridge and link between the Party and the youth.Under the background of the reform of mass organizations and the reform of the Communist Youth League in strengthening the political nature,advanced nature,mass nature,removes the institutionalized,administrative,aristocratic,entertainment,the organization of the Communist Youth League should become an important force to participate in social governance.A large number of Communist Youth League members and youths are employed in the development zone.The development zone is the front line of the work of the Communist Youth League,and the work of the Communist Youth League in the development zone is a very important link in the organization and construction of the whole league.The participation of the Communist Youth League in social governance has become an important topic for the Communist Youth League to participate in the theory and practice of social governance.In this study,questionnaire survey and interview method were used to study the effectiveness,problems,causes and improvement path of the Communist Youth League organizations in W development Zone of J Province(hereinafter referred to as W Development Zone)participate in social governance,using the theory of collaborative governance theory and mass theory,from the party committee leadership,function undertaking,cooperative participation,political and social attributes,governance guarantee five dimensions.Research found that the communist youth league organizations in W Development Zone in participating in social governance have achieved certain results.There are also some problems with that time,for example,the participation of the Communist Youth League organizations under the leadership of the Party committee in the social governance system is not satisfactory,the communist youth league organizations to undertake social governance function consciousness is not strong,social governance collaborative participation subject is not wide,political attributes and social attributes are not evenly distributed,social governance guarantee and support is inadequate.The reasons for the above problems are as follows,the W development Zone has a special organizational system,the Communist Youth League of W Development Zone has not mobilized the youth members to participate in social governance,social governance forces are in cohesion difficulties,the reform of the Communist Youth League is not deep enough,the concept restriction of economic work priority.On this basis,this research puts forward the improvement path such as straightening out institutions and mechanism,strengthening the organizational mobilization,expanding governance personnel,deepening its own reform,and strengthening support and guarantee.
