Study On The Law Enforcement Efficiency Of The Township Market Supervision And Administration Institute In Yilong County,Sichuan Province

In recent years,the institutional reform of the market supervision and management department has been completed,and the administrations for industry and commerce and the food and drug supervision and management offices of various townships have been merged into market supervision and management offices.Since it has only been four years since the completion of the reform of the central institutions and the completion of the “three-in-one” policy of the “three-in-one” ministerial system in various places is relatively short,the problems existing in the law enforcement efficiency of the market supervision and management departments are becoming more and more obvious.However,few studies on the law enforcement effectiveness of township market supervision and management institutes,and more are unilateral studies on food safety law enforcement,quality and safety law enforcement before the reform,and lack of overall research on market supervision and management law enforcement.Therefore,this paper aims to take the Yilong County Township Market Supervision and Management Institute as the research object and propose methods to improve the law enforcement efficiency of the township market supervision and management office,which hopes to provide some help to the township market supervision and management offices and other law enforcement teams in other regions to improve the law enforcement efficiency.This paper first introduces the research background,research significance,and research status at home and abroad and sorts out the related concepts of administrative law enforcement,law enforcement effectiveness,and market supervision and management,providing the article’s theoretical basis.Secondly,it analyzes the law enforcement status of the Yilong Township Market Supervision and Administration Office in Sichuan,introduces the institutional overview of Yilong County Market Supervision and Administration Office and Yilong County Township Market Supervision and Administration Office,and clarifies the law enforcement work of Yilong Township Market Supervision and Administration Office.Mechanisms and Enforcement Workflows.Subsequently,an empirical investigation was conducted on the Yilong County Market Supervision Administration staff and residents in Yilong County through questionnaires and interview methods.The investigation shows that Yilong Township Market Supervision has following problems of the law enforcement efficiency:incomplete coverage of supervision and law enforcement,insufficient implementation of law enforcement results,and insufficient enthusiasm for law enforcement work,and uncooperative law enforcement inspections by the masses.According to the analysis,the main reasons for the above problems are that the construction of the law enforcement team needs to be strengthened urgently,the law enforcement working mechanism needs to be improved,the supervision and incentive system needs to be improved urgently,and the law enforcement guarantee system is insufficient.Finally,based on the above analysis,suggestions are put forward to improve the law enforcement efficiency of the Yilong Township Market Supervision and Administration Office.The second is to improve the law enforcement mechanism,including optimizing the document production mechanism and improving the joint law enforcement mechanism.The third is to improve the supervision and incentive system,including strengthening internal and external supervision,standardizing the accountability system,optimizing assessment methods,and improving the incentive mechanism.The fourth is to improve the law enforcement guarantee system,including reducing the work pressure of law enforcement personnel,increasing the funds for law enforcement equipment,and creating a good law enforcement environment.
