Abstract/Summary:
The Constitution is the fundamental law of the Party.As the main criteria for new party members,the conditions for party membership have always been one of the important contents of the Party constitution.The conditions for party membership are fundamentally followed by the Party Constitution,and change accordingly with the changing situation and tasks faced by the CPC,which are directly reflected in the Party Constitution.In the course of its development,the CPC has always sought truth from facts,constantly revised and improved the requirements for party membership,strictly controlled the entrance of party members,and effectively improved the quality of party members.Since its birth in 1921,the CPC has gone through arduous explorations in various stages of revolution,construction and reform,and has formulated and amended 18 Party Constitutions.The party constitution is increasingly mature and perfect,the connotation of the conditions for party membership in the Party constitution is also constantly enriched.During the period of the New Democratic Revolution,the Communist Party of China was in its early stage,but it always attached great importance to the requirements for party membership.For the first time in the history of the COMMUNIST Party of China,the Constitution of the Party stipulates that applicants for party membership are not allowed to join the Party.The three party constitutions remove the restriction that party members cannot cross party boundaries.Later,as the CPC neglected its own construction and the number of CPC members grew slowly during the National Revolutionary Movement,the four party constitutions decided to relax the conditions for party membership to absorb advanced workers and peasants.The five Party regulations directly abolished the waiting period for workers to join the Party,shortened the waiting period for non-workers to three months,and clarified the age for party membership for the first time,requiring party members to be 18 or older.After the failure of the Great Revolution,the conditions for party membership gradually moved towards the theory of "success".The seventh Party Constitution has overcome the influence of wrong ideas within the Party,and adjusted the requirements for party membership accordingly,breaking the so-called "theory of success" in the past.After the founding of The People’s Republic of China,fundamental changes took place in the main social contradiction,and the CPC’s requirements for party membership became more stringent.The eighth Party constitution included nationality as a requirement for party membership for the first time,and restricted the membership of workers who exploited others due to changes in the country s major conflicts.The criteria for party membership set out in the nine national Party statutes are once again stuck in the "theory of success".The ten Party Constitutions still continue the wrong provisions of the nine Party Constitutions on the conditions for party membership,resulting in the removal of a large number of advanced elements from the Party,and the opportunity for some opportunistic elements to enter the Party,causing great losses to party building.Since the reform and opening up,the work focus of the CPC has shifted,and the conditions for party membership have been corrected and constantly supplemented and improved.The qualification of intellectuals,upper and middle peasants to join the Party was restored through the 12 th Party Constitution,and the wrong conditions for party membership during the "Cultural Revolution" were completely corrected.The constitution of the 16 th Party Congress has broken the limit of party membership by including advanced members of emerging social classes in the party.Since entering the new era,the CPC has taken the Party Constitution as the fundamental principle in recruiting party members,given top priority to political standards,and ensured the advanced nature and purity of its membership.The historical experience of the Communist Party of China has proved that the correctness of the conditions for party membership in the Party constitution is related to the success or failure of the party’s cause and party construction.Looking back on the evolution of the conditions for party membership in the Party constitution,we can get some enlightenments: the formulation and revision of the conditions for party membership must be based on a clear understanding of China’s national conditions;Political criteria must come first;Attach importance to the social component but can not "the theory of success";Adhere to the standards of advanced nature and purity;We should focus on strengthening the Party’s class base and expanding its mass base.
