At present,the whole society has a strong demand for highly skilled talents.According to the data of the Ministry of Human Resources and Social Security,during the 13 th Five-Year Plan period,China has added more than 10 million highly skilled talents,but compared with this,highly skilled talents in China account for only 28% of the total number of skilled workers,which is a large gap compared with Germany,Japan and other developed countries.In this new situation,if we want to speed up the high-quality development of China’s economy and society,it is inevitable that we cannot do without the solid support of high-skilled talents,and higher vocational colleges are an important place to cultivate high-skilled talents.Taking Chongqing as an example,with the continuous development of regional economy and the gradual deepening of industrial structure adjustment,the training of high-skilled personnel has put forward new requirements.As an innovation of management theory,the new public management theory emphasizes the new use of market value and aims at pursuing economy,efficiency and effectiveness.It will help the government to deepen the service concept,and reflect the benefit value of all kinds of relevant groups oriented by social needs.It has certain reference significance for the training of high-skilled talents under the requirements of market economy.From the perspective of new public management theory and underpinned by the method of literature research,case analysis,experience summary and survey analysis,this research took the government as the principal research subject,and proposed a few measures to improve the quality of high-skilled personnel training in higher vocational colleges in Chongqing.Firstly,this research elaborated the theoretical foundation of new public management theory,its core values,and the inspiration drawn from it to cultivate high-skilled talents in higher vocational colleges.Secondly,this research analyzed the status quo of high-skilled personnel training in higher vocational colleges in Chongqing,and the following four issues were identified: first,the government did not made sufficient endeavors to synergize the college major layout with industries;second,the government did not made adequate financial investment in higher vocational colleges;third,the local policies and regulations related to higher vocational education were incomplete;fourth,the government was not supportive enough regarding the participation of enterprises in school-enterprise cooperation.In view of the above issues,this research examined the high-skilled personnel development modes in Germany,the United States and other competitive countries in the domain,explicitly underlined the crucial role played by their governments in this regard,and further manifested the learned experience and inspiration.Finally,conjoining with the features of regional economic development in Chongqing,this research took the government as the research subject and proposed the subsequent measures to promote the quality of high-skilled personnel training in higher vocational colleges in Chongqing from the perspective of new public management theory.First,guided by the industrial structure,Chongqing government should highlight its leading role in the college major layout;second,it should introduce the market regulation mechanism to boost the diverse channels of education,so as to alleviate financial pressure;third,the government should optimize quality assessment mechanism to enhance the assessment system of high-skilled personnel training;fourth,the government should uphold the principle of "customer-orientation",and pay attention to the actual needs of cultivating high-skilled personnel;and fifth,the government should give full play of the policy tools,and further deepen the participation of enterprises in the industry-university-research cooperation.
