A Study On The Construction Of Sea Defense In Dalian Area (1949-1966)

The Dalian area is the maritime gateway to shield Beijing and Tianjin,with many good harbors and dense islands,and has an important strategic position.The construction of sea defense in this area is a part of China’s sea defens e construction,and is responsible for the important task of maintaining the security and interests of China’s northern sea border.After the founding of New China,China took steps to build up the sea defense of Dalian area under the external threat of th e hostile western forces led by the United States and the internal harassment of the coast by the Taiwan authorities.From 1949 to 1966,in terms of cultivating naval defense talents,the state cultivated a large number of naval defense professionals in th e Dalian area by creating naval colleges and universities,upgrading the knowledge and political quality of naval talents,strengthening military training,conducting foreign studies and exchanges,and creating a new model for local colleges and universiti es to assist in cultivating naval talents.In the construction of naval defense equipment and facilities,the Dalian area received the Soviet naval defense equipment at the same time,adhere to self-reliance,vigorously develop the ship industry,enhance the ship repair capacity to develop naval defense equipment;the construction of navigational beacon facilities,especially radio pointing beacons,to provide a reliable guarantee for the safety of ship navigation in the Dalian area waters.In the development of maritime management methods and cultivation of awareness of maritime defense,the relevant departments in Dalian have developed a set of more comprehensive maritime management methods involving sea navigation,supervision of foreign vessels,etc.,to strictly manage ships at sea.In addition,the state has enhanced the awareness of people in the Dalian area of maritime defense by signing patriotic conventions and by organizing education for fishermen.In terms of close military-civilian relations and the establishment of joint defense mechanisms between the military,police and the people,the naval forces in the Dalian area have responded positively to the national call to participate in many aspects of local economic construction,rescue and relief,and support for the government and the people,which has been well received by the people in the Dalian area and has brought the people’s navy closer to the people in the Dalian area,establishing an invisible line of defense along the sea border and effec tively defending the hinterland of sea defense.During this period,the joint defense system in the Dalian area has undergone the development and evolution from holding joint meetings-the establishment of joint defense interception responsibility system-the establishment of joint defense organizations,gradually formed a joint defense mechanism of the military,police and civilian integration,consolidating the maritime security barrier.A series of practice of sea defense construction carried out in Da lian area highlights the distinctive characteristics of taking the cultivation of sea defense talents as the key,independence as the construction principle,and the introduction of foreign aid as the important way.The construction of naval defense in the Dalian area during this period enhanced the awareness of naval defense among the people in the Dalian area,effectively maintained the security of naval defense in the Dalian area,helped modernize the construction of the new Chinese Navy,and promoted the perfection of the layout of naval defense in new China.The construction of sea defense in the Dalian area from 1949 to 1966 is the epitome of the construction of sea defense in New China.In the journey of building a solid sea defense in the new era,it is necessary to adhere to the leadership of the Communist Party of China and focus on enhancing the awareness of sea defense of all people.
