| Food safety is related to the health and life safety of thousands of households.In order to improve the effectiveness of food safety supervision,government departments seek ways to purchase services from the government to improve the technical capabilities of food safety supervision.Although third-party agencies have provided more convenient and professional services for food supervision departments,there is a "failure" between laws and regulations,government departments,third-party agencies and the consumer public,which still exposes the cooperation between government departments and third-party agencies.existing loopholes.This paper takes the government purchase of “food safety supervision services” in Zhaoqing High-tech Zone as a research case,and conducts research and investigation through the interview method and second-hand data analysis method.The whole process of safety service guarantees its service quality,and how to scientifically evaluate the performance of government procurement of food safety services.By drawing on the theory of public goods,the theory of total quality management,and the theory of collaborative governance,it conducts research and analysis from the background and the main body participating in the purchase.The article first introduces the meaning,classification and process of purchasing services,responsibilities and obligations of all parties,and results.At the same time,from the perspectives of laws and regulations,internal government departments,third-party organizations and consumer public,it summarizes the main problems in the supervision of government purchase of food safety: imperfect food supervision laws and regulations,limited government funds,unstable supervision system,performance management Inadequate,unsatisfactory testing services provided by third-party agencies,and low public participation.The reasons behind it are summarized: the government’s purchase of “food safety supervision services” is still in its infancy,the dominance of government departments is not prominent,there are few qualified and high-level third-party testing institutions that can be selected,and the participation of the government and the public is low.Through the analysis of the problems,feasible suggestions are put forward to improve the construction of the food safety supervision system,improve the food safety supervision system for the management of third-party agencies,and focus on enhancing the enthusiasm and initiative of the public. |
