Study On Bull Management Of Our Government Management

Since the reform and opening up,with the evolution of post-totalitarian form of governance,the influence of Western learning academic trend,as well as the development of Internet media and other emerging science and technology,our government has entered a new period of deepening reform and government transformation functions.Besides,it requires our government management to enhance the quality of management,improve the management level and promote management efficiency on increasingly complex regulatory environment and social affairs objective.Promoting national and social governance under the leadership of the Party and the government is becoming a new normal form.Nowadays,as a typical management problem in our government management,bull management has become a key obstacle impeding the lawful exercise of executive power,consuming administrative costs and public resources,impeding realization of the public interest,which formed with the historical development of government management with its inevitability,complexity and stage.The significance of this paper will clarify the essence and meaning of bull management,in order to find practical means to digest bull management.This paper will take bull management in our government management as an angle and food safety management as main research object.I will probe the internal logical relation in bull management issue deeply and analyze the theoretical basis,system design and management preview to deal with bull management.It has great significance in transforming administrative process,building a service-oriented government and constructing social governance network.This paper refers in related concepts and conclusions in public administration,public management,neoclassical school of economics,political economy and international political science.Besides,this paper focuses on the use of theories and practices of public choice theory,public service theory,the theory of public goods,the government process reengineering theory and huge ministry system reform theory,etc.What's more,this paper mainly uses several methods of analysis such as literature research,case analysis and qualitative analysis.This article will focus on five areas which are concepts and formation mechanism of bull management,theoretical basis to meet with bull management,bull management in our food safety management,stage efforts to deal with the bull management and preview in solving bull management.There are five main conclusions of the study.First,the analysis of bull management will be the key to this study.Based on case analysis,I will summarize the connotation and formation mechanism of bull management,sort specific performance,deep harm,the main features and subjective reasons,objective reasons and the formation of bull management.Second,I will analyze deeply in the theory of public goods and government process reengineering theory as the theoretical basis to deal with bull management.In this part,I will explain the main content of the theory of public goods and the dialectical relationship between it and bull management behavior,and analyze main content of government process reengineering theory and Its Implications for governance bull management.Third,food safety management will be divided into three historical stages in China.I will focus on regulatory segmentation stage from 2003 to 2008 based on the development of the law.2008 "toxic milk powder" event and 2011 "lean meat powder"event will be discussed specifically in order to summarize the main features of bull management in food safety management.Besides,three successful cases in foreign food safety management will be referred,which are US food safety regulatory cases,the Danish food safety management system case and the European food safety risk analysis system case.Fourth,I will elaborate the efforts and achievements in nowadays huge ministry system reform to deal with bull management.With the explanation of the history of the west and China's huge ministry system reform,I will analyze relationship between the intentions of huge ministry system reform and bull management,and summarize the achievements of huge ministry system reform at this stage in resources integration,structure organization and functions configuration.Fifth,I will promote my solution and means to deal with bull management in the government management.In this part,I will explain the problems in the present stage our government management of bull management,summarize the main points and ways to deal with bull management,and give my advices to deal with this issue from the angle of the government and the social and personal point.The innovation of the study lies in four parts.Firstly,this paper analyzes current situation and features of bull management in our food safety management from different points of view with the help of laws and specific cases.Secondly,from the phenomenon of bull management,I am intended to deduce the concept and formation mechanism of bull management,in order to clarify the internal logical relation and main features of bull management.Thirdly,government process reengineering theory will be used into manage practice today,which has times of theoretical significance.Fourthly,in the describe of dealing with bull management,I not only give my advices in government's angle,but also put forward innovative views in social and personal point,which emphasizes the rule of law and consciousness.After analysis and study,I think that it should be focused on specific theory and practice of our administration to deal with bull management in our government management.Despite the improvements and suggestions mentioned in this article is very limited,but I believe that bull management issues will be digested with transformation of government functions and the improvement of management efficiency,as long as our government management clearing the direction of reform,stimulating administrative capacity and promoting the diverse synergies.
