| Land is the mother of wealth and the foundation of people’s livelihood.Managing and using land resources well is not only a practical economic problem,but also an extremely important political one.Therefore,it is of great theoretical value and practical significance to study land policy from the perspective of Marxist economics.At the beginning of the founding of the Communist Party of China to establishing the People’s Republic of China,the rural land policy implemented under the leadership of the Communist Party of China is the full embodiment of the concrete practice of Marxist economics in China,many of the positions,views and methods put forward at that time to solve the rural land problem are still shining with the light of wisdom and truth.Following the research train of thought of "Tracing history-Tracing theory source-Contemporary enlightenment",this paper probes into how the Communist Party of China applies Marxist economics in land policy,it is still of great significance to solve the rural land problem and promote the rural revitalization in China.Combing the main land policies carried out by the Communist Party of China from 1921 to 1949,based on the "first exploration","second exploration" and "re-exploration" of the land policies of the Communist Party of China,reappear the evolution process of the CPC’s land policy: from the "first exploration",understanding how the CPC will study Marxist economic theory and combine it with China’s specific practice;From the " second exploration ",understanding how the CPC adjusts the land policies during the turn triggered by the ethnic conflicts;From "re-exploration",understanding how the Communist Party of China strives for the most powerful revolutionary force under the impetus of the revolutionary situation.Based on the basic principles of Marxist economics,this paper discusses the study and application of Marxist economics in the land policy of the Communist Party of China.By "the unification of land right theory and land rent theory",analyzing that the formation and development of the CPC’s land reform line can not be separated from the establishment of farmers’ land ownership and the scientific judgment of the nature of land rent in China,which can help us to excavate the economic connotation of the land reform line of the Chinese communist party;By "the unification of the development of productive forces and the transformation of Relations of production",analyzing that the CPC’s land policy has always been inseparable from promoting the development of agricultural productivity,promoting the reform of rural Relations of production,thus revealing the CPC’s land policy historical materialism;By "the unity of class division and class struggle",analyzing that the CPC’s land policy has always carried out Marxist class view and realized the politicization of class struggle,thus manifests the Chinese Communist Party land policy clear-cut class position.The purpose of tracing history and interpreting it with Marxist theory is to enlighten the present with the wisdom of history,to make the dialogue between the CPC’s land policy in the new era and the land policy before the founding ceremony of the People’s Republic of China,and to reflect on the principles of the CPC’s land policy in the New Era: First,to clarify the practical orientation of land policy.We should not only study Marxist economic theory and existing land policy,but also go deep into the rural front line,carry out field research,comprehensively grasp the distribution of rural land rights and interests,and constantly improve the efficiency of agricultural management;Second,to realize the value of land policy,that is,to develop rural productivity,we should not only comprehensively grasp the development status of rural productivity,but also pay attention to improving the level of productivity according to local conditions;Third,to stand firmly on the people’s position of the policy,that is,give play to the initiative of farmers,not only protect farmers’ land rights and interests,but also give full play to the historical creativity of the people in the process of policy formulation,and finally help solve the endless land problems under the new situation,so as to promote the revitalization of villages and towns to a new level!... |
