Since the 18th National Congress of the Communist Party of China,General Secretary Xi Jin ping has stood at the strategic height of using the party’s great self-revolution to promote great social change,and put forward a series of new ideas,new thoughts,new strategies for implementing strict governance of the party and strict management and supervision of cadres,Which mentioned “promoting special inspections for selection and employment,and perfecting the system of strict management of cadres.” The special inspections for selection and employment are carried out in conjunction with inspections.From the central to the provinces and cities,there are documents that clearly require inspections for the matters such as violation of organizational discipline,violation of regulations,employing and appointing people by cronyism,running for officials,buying and selling officials,bribery,as well as acting in an arbitrary fashion,weakness,and serious disunity.Therefore,Based on the perspective of task-based organization theory,this paper selects the special inspection group for selection and employment of city Z as a research case,By investigating the life cycle of the special inspection team for personnel selection and appointment,this paper analyzes the operation mechanism of the special inspection team for personnel selection and appointment and the gap with the ideal model,and puts forward the optimization conclusions and Countermeasures for the special inspection team for personnel selection and appointment.This article first analyzes the policy support for the work of the special inspection team from the inspection system environment,and then it discusses the legitimacy and necessity of the emergence and operation of the special inspection team from the government management system,the structure of the vertical relationship between the government,and the pattern of government trust.Then,through the inspection of the life cycle of the special inspection team for selection and employment in City Z from establishment to operation and evolution,to dissolution and circulation,summarize the valuable experience of the special inspection team for selection and employment,such as forming an inspection team,clearing mission objectives,flexible inspection methods,etc.Then,from the perspective of task-oriented organization theory,it analyzes the operation mechanism of the special inspection team for personnel selection and employment in Z city,and mainly analyzes the operation mechanism of four levels: resource acquisition,environmental response,team member behavior management,and connection with conventional organizations.Furthermore,to analyze the gap between the operation model and the ideal model of the special inspection team for selection and employment in city Z,which is mainly manifested in the insufficiency of resource acquisition and resource maintenance,the environmental adaptability needs to be further improved,and the team members’ behavior management has not exerted the maximum combined force and routine.The organization is not well connected in terms of monitoring the implementation of rectification and so on.Finally,from the perspective of task-oriented organization theory,it puts forward countermeasures and suggestions for the optimization of the special inspection team for selection and employment in Z city,including strengthening the acquisition and maintenance of high-quality resources,improving the environmental adaptability and dynamic capabilities,and optimizing the management of the team member’s behavior to release the maximize efficiency,exploring a new mode of rectification and supervision work with conventional organizations,etc.
