The inspection system of Inner-party of CPC (Communist Party of China) is a marvelous institutional innovation to strengthen the construction of CPC in the new period, to improve Inner-party supervision and promote the course of combating corruption and advocating clean government. As an important element of the Inner-party inspection system of CPC as well as a significant participator in the work of inspection and supervision, the mission of Central Inspection Groups is to seek for hints of illegal and undisciplined behaviors of the inspected subjects. Since 2013, the Central Inspection Groups have found abundant hints of illegal and undisciplined behaviors. However, how does the Central Inspection Groups make such progress? Will the efficiency declines, or will the Central Inspection Group lose its competency or even derail from its course? How to maintain the efficiency of Central Inspection Group or how to strengthen it? When connected with the seriousness of the corruption in our authority and government as well as the influence, such questions are worth to consider and to research.The research on the efficiency and operating pattern of Central Inspection Group is of great practical significance. In specific, such research will help improve the inspection work and the system. In addition, Party members and leading cadres will also improve their performance. The concern and research on the accounts of how to improve the supervision efficiency would assist to form and intensify the deterrent on these Party members and leading cadres, so that they don’t dare to corrupt, and the trend of corruption could be reversed. It will do great good to maintain and improve the inspection and supervision efficiency, when paying attention to the accounts for the great progress made in the supervision and inspection work, as well as analyzing their organizational orientation methods and administration pattern, according to their organizational features and from social demands. At the meantime, based on the research on Central Inspection Group, it is possible to observe mission-oriented organizations’different administration and operation patterns from other regular organizations, which will provide enlightenment and reference for the design and reform of China’s organizations and systems.This thesis has adopted literature research method, comparative analysis and multi-discipline research method. The literature research method is to collect and sort out relevant results and facts regarding the domestic and overseas research on inspection system, inspection and supervision and mission-oriented organizations. After comprehensively colleting, inducing, analyzing and distinguishing relevant literature, systematic observation and organizing of the resources are finished. In vertical comparative analysis, the Inner-party inspection system of CPC and the establishment of the Central Inspection Group are considered to generate from the same origin but they continue to develop. In the horizontal analysis, a contrast is made regarding the inspection and supervision between Central Inspection Group and other supervising bodies, so that the advantages and shortages could be sorted out, and ideas for integration and complementation would be provided. The research on the efficiency of Central Inspection Group is concerned with a number of disciplines such as politics and management. This research is based on the theories and methodologies of histology, but it also involves multiple disciplines and perspectives.The improvement in the efficiency of the Central Inspection Group’s inspection and supervision, is deeply related with the several changes in recent two years. Such changes are illustrated by the great attention and political support to the inspection work from the CPC Central Committee, the Commission for Discipline Inspection of the Central Committee of the CPC and the central inspection leading group, the change of focal point by Central Inspection Group, the management innovation, extension of the working and inspecting methods. The thinking behind those changes is referring to breaking the normal procedures and pursuing uncertainty. Such changes have shown that the organizational orientation of Central Inspection Group has converted to mission-oriented, in correspondence with its organizational characteristics. However, to maintain and improve the inspection efficiency, it should begin with the fundamental feature of Central Inspection Group-mission-oriented, and continue with the thinking of pursuing uncertainty to formulate the methods of managing and operating. In specific, the Central Inspection Group should stick to its mission of sorting out illegal and undisciplined behaviors, improve its adaptability and resilience and the capacity to search for resources, so as to acquire sufficient authoritative resources, human resources and public opinions. Meanwhile, flexibly utilized various working methods, improve the working mechanism of Central Inspection Group, and optimize the inner structure and environment of the team.There are several innovation points regarding combing the Inner-party inspection system of CPC. This thesis is focused on the inspection efficiency and it extends the range of the research of inspection system. This thesis chooses the mission-oriented organization as the research subjects, which is a new perspective. According to the characteristic compatibility of Central Inspection Group and other mission-oriented organizations, the thesis suggests that a mission-oriented organization rather than a bureaucratic organization should be adopted to improve the efficiency. There are also some shortcomings. The evaluation on the inspection efficiency of the Central Inspection Group is an amateur trial, the results would be one-sided or even opinionated. In addition, due to the insufficient knowledge of the reality, this thesis is more of an orienting research and lack of concrete practice.
