Research On The Rules Of Procedure Of Grass-roots Consultative Democracy

The whole-process people ’ s democracy is a unity of procedural democracy and substantive democracy.As an important part of democratic consultation,grass-roots consultative democracy is an important part of the whole-process people’s democracy,which is extensive and multi-level.The improvement of its effectiveness cannot be achieved without the guarantee of procedural democracy.As a concrete manifestation of procedural democracy,the procedure of procedure can improve the efficiency and level of consultation on the basis of guaranteeing the fairness of grass-roots consultative democracy to a greater extent,and is an important guarantee to improve the effectiveness of grass-roots consultative democracy.Building scientific and reasonable procedures of procedure,promoting substantive democracy through procedural democracy,and enhancing the effectiveness of consultative democracy are of great significance to promoting and developing people’s democracy throughout the process,improving community-level governance,and advancing the modernization of China’s governance system and capacity.Centering on the core of promoting substantive democracy through procedural democracy,this paper takes theoretical analysis,regulation construction,practice investigation,problem disclosure and path analysis as the research ideas.The first part discusses the value implication of procedural rules as a specific form of procedural democracy in guaranteeing the effectiveness of grass-roots consultative democracy from the theoretical level and analyzes that scientific and reasonable procedural rules should meet the demands of core ideas.The second part based on the marxist theory of deliberative democracy and science orders core idea,according to the operation of actual deliberative democracy at the grass-roots level in our country,draw lessons from the reasonable factors in Robert rules of procedure,around the announcement of the meeting,speech debate and voting procedures such as discussed to build a set of the discipline system can guarantee effect of deliberative democracy at the grass-roots level,It provides reference for the investigation of the actual operation of the procedure of grass-roots consultative democracy in China,and for the improvement of the procedure of grass-roots consultative democracy in China.Third part to develop the deliberative democracy at the grass-roots level to run the actual investigation,first of all,from the microcosmic view,banana hill county villagers consultative council in meizhou city as an example,through overall villagers and banana hill county in Mei Zhou city with an overview of the development of consultative council to grasp three curriculum as well as to the banana hill county town,town and Manila town fuk six natural villages of on-the-spot investigation,To understand the development process of Jiaoling Procedure as a model of village-level consultation procedure and its empirical value and operational effect in guaranteeing the effectiveness of grass-roots consultative democracy.Then from the case to the general,through the investigation of the extensive practice of the current operation of the procedure of grass-roots consultative democracy in China,the combination of micro and macro,from the design of procedures and operation of the two aspects of the current operation of the procedure of grass-roots consultative democracy in China "common problems" and analyze the internal root.Finally,according to the operation rules of practical difficulties,around the socialist deliberative democracy widely multi-level institutional development,promote grass-roots autonomy,good implementation governance system and management ability of modern times,from the perfect regulations and strengthen the external security of content and so on start to explore with orders realistic approach to ensure the effective operation deliberative democracy at the grass-roots level.
