Research On The Optimization Of Township Petition Work Syste

The township petition work is a window for the party and the state to directly contact the masses,and an important channel for the masses to express their demands,it is also the main body for direct contact and handling of petition cases.In recent years,with the continuous development of social economy,the petition situation has become more and more complicated.The Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China proposed to promote the modernization of the national governance system and governance capacity;the Fourth Plenary Session of the Eighteenth Central Committee of the Communist Party of China called for my country to enter the era of comprehensive rule of law;We will govern the country according to law and continue to make solid progress in building a rule-of-law China in the new era.This puts forward higher requirements for the petition work in our country’s townships.In recent years,the townships have been under increasing pressure on petitions,such as the increase of leapfrog petitions,repeated petitions,and interest demands.This has exposed the unsound and imperfect petitioning system of towns and towns,which has been unable to adapt to the increasingly diverse and complex petition systems.Changed petition situation.Taking J town in Shandong Province as an example,this paper makes a detailed analysis of the township petition system and township petition situation(including the overall situation of petition,petition methods,petition demands)by means of literature research,field investigation and in-depth interviews.The problems and causes in the current township petition work,such as the poor implementation of the acceptance system,the unsound handling system,the unsmooth termination system,and the unsound security system,are analyzed.On this basis,the paper proposes a series of optimization paths for the township petition system from four aspects: perfecting and optimizing the township petition acceptance system,perfecting the township petition work system,perfecting the petition termination system,and improving the relevant petition basic guarantee system.
