Study On The Current Situation And Countermeasures Of "Micro Corruption" In Q County,Sichuan Province

In 2016,General Secretary Xi Jinping first proposed "micro-corruption" at the sixth plenary session of the 18 th CPC Central Commission for Discipline Inspection,stressing that "microcorruption" can also become a "major scourge." Subsequently,the seventh plenary session of the18 th CCDI,the second plenary session of the 19 th CCDI,the third plenary session of the 19 th CCDI,and the fourth plenary session of the 19 th CCDI once again emphasized that "we should stick to the fundamental political stance of taking the people as the center,and deepen and expand the corruption and style of work around the masses".Therefore,it can be seen that the rectification of "micro-corruption" is a major realistic problem that the CPC must face and urgently need to solve in the process of promoting the extension and in-depth development of the party’s comprehensive and strict governance at the grassroots level,and the rectification of "micro-corruption" has become the top priority of anti-corruption work after the 19 th CPC National Congress.This paper analyzes the current situation of "micro-corruption" in Q County,draws lessons from successful experience at home and abroad,and finds out the solution to the problem of "micro-corruption" in Q County."Micro-corruption" damages the interests of the people and has the most direct impact on them.If left unchecked,it will shake the foundation of the Ruling Party.In recent years,the number of "micro-corruption" cases in Q County has been high,and the problem of grassroots corruption still shows the universality and urgency.Therefore,Q county "micro corruption" remediation work is imperative,imminent.The research object of this paper is Q County,Sichuan Province.By using interview method,case analysis method,questionnaire survey method and literature research method to analyze the current situation of "micro-corruption" in Q County,and find out the causes of "micro-corruption" in Q County,mainly including personal behavior factors,law and discipline system factors,and ideological factors.Then through some typical cases to get the law characteristics of corruption cases,mainly including eating and taking cards to type,good relatives and friends,receiving gift money type,embezzlement,false claim type,illegal embezzlement type,public money consumption type.On the basis of in-depth analysis of the status quo and causes of "microcorruption" in Q County,combined with the power balance theory,rent-seeking theory,risk management theory,put forward the countermeasures and suggestions of Q County "microcorruption" governance.The second is to constantly regulate the operation of small and micro power,to build a constraint mechanism that cannot be corrupted;The third is to standardize clean political behavior and build self-discipline consciousness of not wanting to be corrupt.It is hoped that through the implementation of the above methods,effective comprehensive anti-corruption system and mechanism can be further established to provide constructive theory and governance path thinking for the realization of Q County "micro-corruption" governance.
