Comprehensive Evaluation Of Business Environment In Heilongjiang Province

In 2016,the CPC Central Committee repeatedly put forward the slogan of "creating a sound business environment".General Secretary Xi Jinping has clearly proposed to "optimize the business environment in Northeast China,give full play to the role of business environment in promoting the economy,and promote the revitalization of northeast China".Since 2017,Heilongjiang province has taken a series of effective measures to strengthen the construction of business environment centering on the revitalization of the old industrial base in Northeast China to achieve new breakthroughs,and achieved remarkable results.As an old industrial base,Heilongjiang province is facing industrial transformation.From the current planning of Heilongjiang Province,optimizing the business environment has become an inevitable trend and the core strategic deployment of economic development.Howe ver,in this process,problems such as weak awareness of the business environment,low level of government services,poor communication between government and enterprise,and weak development of the market economy have also been exposed,which seriously restrict the further development of the business environment.Based on this,in order to further improve the development level of the business environment in Our province,this paper uses the new public management theory,competitive advantage theory and other theories as theoretical frameworks,and uses literature research method,entropy method and other methods to do the following research:This paper introduces the business environment of Heilongjiang province from four dimensions of advantages,disadvant ages,opportunities and challenges,makes a horizontal comparison with other provinces in China,summarizes the stage achievements,and lists the gaps and deficiencies with developed provinces(cities).Then,from the political environment,law environment,market environment,the humanities environment and the ecological environment five aspects to build business environment evaluation index system in heilongjiang province,through consulting relevant data of 12 regions of heilongjiang province in 2019,using the entropy method to calculate the local business environment,evaluated the development level of regional business environment and space points to the opposite differences.Based on the evaluation of business environment in Heilongjiang Province,this paper comprehensively analyzes the causes of the problems,and puts forward the general strategies with strong universality and the different strategies according to local conditions,so as to ensure the effectiveness of the proposed countermeasures and improve the development level of business environment in Heilongjiang Province.
