Research On Party Building In Non-public Enterprises In Shenzhen

The leadership of the CPC is the most essential feature of socialism with Chinese characteristics,an important feature of socialism and market economy system,and a profound embodiment of promoting a great social revolution through the CPC’s great self-revolution.Around this major theoretical proposition,Shenzhen non-public enterprises’ grass-roots party organizations,in the history of reform and opening for more than 40 years,continue to emancipate their minds,make innovation,and constantly explore new models of party building in non-public enterprises,helping enterprises to achieve overall remarkable economic results.Such operating mode of party organizations reflects the original meaning of "political economy".Given the important historical point of the centennial of the founding of the CPC and the start of the second goal of socialist modernization in China,this study is of great value in exploring the institutional arrangements and specific forms of Party leadership in China’s non-public economic organizations,and how non-public enterprise grassroots Party organizations can be reasonably embedded in the modern enterprise governance structure while adhering to CPC leadership and following economic laws.At the same time,the study is important to discover how to strengthen the class base of the CPC as the ruling party,how to meet the political requirements of full coverage of the work of grassroots party organizations and how to promote the healthy development of the non-public sector economy and the healthy growth of non-public sector economic players.This study takes "party building in non-public enterprises in Shenzhen" as the object of research.With Marxist position,viewpoint and method,the study further explores this object by using the case study method based on theoretical innovation and practical exploration of existing literature.Firstly,by systematically refining and summarizing the historical logic,practical logic and theoretical logic of party building in Shenzhen’s non-public enterprises,the study elaborates the course of their coordinated development and spiritual foundation and sorts out the characteristics of their grassroots party organizations’ ideological and organizational construction,their fighting bastion role and influence,and their working mechanisms’ continuous optimization.Secondly,this study analyzes the "leadership-system-rule" problem and its causes in the process of promoting the "quality and efficiency" of Shenzhen’s non-public enterprises through grassroots party building work,using the research experience of visiting representative non-public enterprises in Shenzhen’s biogenic and pharmaceutical industries and information and communication industries as empirical support.Last,this research tries to combine the actual needs of non-public enterprises and propose possible paths to optimize the grassroots party building work in non-public enterprises: to establish a mechanism for coordinating labor-management conflicts caused by special working hours and solving problems in R&D and research;to establish a modern corporate governance structure with "Chinese characteristics" and weaken the resource constraints of the business environment;and to promote the integration and transformation of social capital,competitive advantages of talents and corporate culture in non-public enterprises.By promoting the establishment of a positive interaction between the CPC’s grassroots organizations and the management of non-publicly owned enterprises,the Party will deepen the reform of the national governance system and the modernization of governance capacity.
