Research On Optimization Of Agricultural Comprehensive Administrative Law Enforcement Reform In Fuqing City

Agriculture,rural areas and farmers are fundamental issues related to the national economy and the people’s livelihood.Strengthening agricultural administrative law enforcement plays an important role in maintaining the basic status of China’s agriculture,protecting the legitimate rights of farmers,and promoting the economic and social development of China’s agriculture and rural areas.Fuqing City is the first county-level administrative region in Fujian Province to complete the reform of comprehensive agricultural law enforcement.In 2019,Fuqing took the lead in integrating the functions of agricultural administrative law enforcement such as agricultural means of production,fishery,agricultural machinery,plant protection and economic management to re-establish the comprehensive agricultural law enforcement brigade.Since the comprehensive implementation of agricultural law enforcement reform,Fuqing City has carried out a series of reforms on the basis of following the overall requirements of the national rural reform and combining with the local reality.It is undeniable that this reform has indeed achieved certain results,and the work has been carried out more smoothly than before.However,in terms of the current results,there are still many problems that need to be solved.Accordingly,the article combines the situation of Fuqing agricultural comprehensive law enforcement reform,makes an in-depth discussion and Reflection on the reform,and puts forward how to optimize the reform to maximize the effectiveness of the reform.First of all,it expounds the necessity and feasibility of the research,introduces the research background,purpose,significance,research methods and ideas of this paper,and combs the relevant literature.And through the definition of related concepts and theoretical analysis,it lays a solid theoretical foundation for the research of the article.Secondly,this paper takes Fuqing agricultural comprehensive administrative law enforcement personnel as the research object,and points out several problems that still exist in the work after the reform on the basis of a specific understanding of the reform status of comprehensive law enforcement.Specifically,first,the function transfer is not clear in the reform process;Second,the agricultural comprehensive administrative law enforcement system is not perfect;thirdly,the internal coordination and cooperation of the comprehensive administrative law enforcement brigade is insufficient;Fourthly,the quality construction of comprehensive law enforcement personnel is not in place.And from the national level,theoretical level and social practice level,it analyzes the specific reasons for the problems,which are power allocation factors,law enforcement environment factors,law enforcement procedures factors and law enforcement ability factors.On this basis,the paper puts forward the scientific allocation of the power of agricultural comprehensive administrative law enforcement;Establishing and perfecting the agricultural comprehensive administrative law enforcement system;Standardizing agricultural comprehensive law enforcement;Countermeasures and suggestions to improve the comprehensive quality of law enforcement personnel and optimize the team management mode.
