Analysis On The Predicament And Optimization Path Of Comprehensive Administrative Law Enforcement Reform In Township

Since the reform and opening up,with the rapid development of China's economy,the traditional pattern of multiple law enforcement has become more and more obvious in its overlapping responsibilities and low efficiency.Under the framework of the existing block relationship,there is a general awkward situation of “what is visible can not be managed,and what is managed can not be seen” in towns and townships,which affects the modernization process of grassroots governance to a great extent.Under this background,the reform of the comprehensive administrative law enforcement of towns came into being.The reform has achieved certain results in integrating functions,enhancing the team and enhancing capacity,but it also faces many challenges.In view of this,this paper carries out a case study on the reform of comprehensive administrative law enforcement in Fotang Town of Yiwu city.The findings: On the one hand,the current township comprehensive reform of administrative law enforcement mainly adopted the “deep integration of law enforcement matters,promoting downward move for law enforcement,strengthen the upper and lower linkage,and overall management,improve the supervision of law enforcement and to improve the law enforcement team ability”,and other reform measures and achieved some results,on the other hand,more importantly,is limited by the particularity and complexity of administrative law enforcement reform,At present,the reform of comprehensive administrative law enforcement has encountered many difficulties,such as poor connection between function transfer and undertaking,lack of coordination between law enforcement and business departments,serious lag of capacity construction of law enforcement team,imperfect standardization construction of law enforcement team and imperfect matching of laws and systems.On the basis of introducing the reform measures and successful experience of the comprehensive administrative law enforcement reform in three typical areas: Fenghuang Town of Zhangjiagang City,Hangzhou City of Zhejiang Province and Fenshui Town of Tonglu County,This paper puts forward countermeasures and suggestions to optimize the reform of comprehensive administrative law enforcement in towns from three aspects: “further integrating law enforcement functions and clarifying responsibility boundaries”,“further rationalizing the relationship between departments and realizing law enforcement coordination” and “further strengthening the team building and improving the training mechanism”.
