| Although my country’s philanthropy started relatively late,it has developed rapidly in the past 40 years,and the relevant laws,regulations and systems have been realized through a series of explorations.As an effective norm,the system has an important guarantee for the healthy development and operation of the social economy.At present,my country has formed a relatively complete legal supervision system for charitable organizations consisting of administrative,internal and social levels.However,during the epidemic period,the operation of charitable organizations did not reflect the particularity of emergency situations,exposing some typical question.These problems are hidden in the daily operation of charitable organizations,and are exposed intensively in the process of emergency response.The solution to the problem requires in-depth analysis in the process of legalization of charitable organizations.With the development of society,philanthropy has changed from the traditional "small charity" under the aid of money and goods to the "modern charity" that pursues the general public interest.Economic regulation with the value pursuit of maximizing economic efficiency is difficult to play,and social regulation centered on maintaining purpose is increasingly effective.The existing ternary supervision structure system under the leadership of the administration conforms to the basic requirements of social supervision and is reasonable from the point of view of the construction purpose.But meeting the new demands of "modern philanthropy" calls for regulatory tools to evolve with the times.To improve the level of the rule of law,we must take the idea of ??public law as the basic guide,improve the rationality of administrative supervision through clear rules,ensure the scientific nature of internal supervision through detailed standards,realize the participation of social supervision through rich platforms,and improve charitable organizations in emergency situations.The core of "Internet +" charity is to keep pace with the times,so as to protect the core of public welfare of charitable organizations. |
