| Industry is the foundation of development and plays a self-evident role in promoting economic development.Characteristic industries,relying on the region’s unique resource endowment,can transform comparative advantages into economic strength and enhance regional competitiveness.The nature of the development of characteristic industries is the result of the market allocation of resources,but it is also inseparable from the support and guidance of the government.The Central Committee of the COMMUNIST Party of China’s Proposal on formulating the 14th Five-Year Plan for National Economic and Social Development and the Long-term Goals for 2035 points out that the market should play a decisive role in resource allocation,the government should play a better role,and the effective market and the enabling government should be better combined.In the process of characteristic industry development,how to give full play to the functions of local governments is of great significance to enlarge and strengthen characteristic industry,enlarge regional brand effect and promote sustainable development of local economies,which is an important subject worth studying at present.This thesis takes the apple characteristic industry in Yantai as an example,on the basis of sorting out and analyzing the domestic and foreign research results on government functions,government-guided industrial development and industrial policies,combined with the unique advantages of Yantai in developing apple characteristic industry and the development course of apple characteristic industry,the functional performance measures of Yantai Municipal government in the process of promoting the development of Apple characteristic industries are sorted out,planning and guiding the development of characteristic industries,providing public goods and services,and strictly regulating market supervision.The results were summarized and extracted in three aspects,improving the quality and efficiency of industrial development,the effective improvement of administrative efficiency and the all-round development of rural revitalization.Through case analysis,comparative research,compared with the experience and practice of characteristic industry development in Shaanxi apple industry and Heze peony industry,summed up that Yantai Municipal Government is not significant in promoting the characteristics of apple industry development,the government’s efforts to coordinate high-quality development of the whole industrial chain are insufficient,the government’s support for industrial innovation is insufficient,there are still weaknesses in the government’s efforts to promote the construction of a standard system,and further analysis of the underlying reasons.Finally,based on the above analysis,the optimization path for local governments to perform their functions in the development of characteristic industries is proposed centering on strengthening the planning guidance of characteristic industries,optimizing the supply of public products and services,and improving the market supervision system of characteristic industries,so as to provide more references to promote the high-quality development of characteristic industries. |
