Research On The Problems And Countermeasures Of Online Petitions In The Resolution Of Social Conflicts At The Grassroots Level

Timely and effective resolution of social conflicts is an important foundation for national stability.The letters and visits system is a special system of our country,is one of the important channels of civil rights relief and appeal,is an important part of resolving social conflicts.The traditional letters and visits system is mainly based on visits,and the characteristics of high cost and low efficiency can not meet the needs of resolving social conflicts at the grassroots level.Constantly optimizing and perfecting of the letters and visits system has always been the focus of our country.The online letters and visits system is the improvement and optimization of traditional letters and visits system,with the advantage of the Internet,better,faster and more economical to solve the demands of the masses。However,the problems in the implementation of the online letters and visits system hinder its advantage.It is very important to study the problems existing in the implementation process of the online letters and visits system and explore the optimal path to solve social contradictions more effectively.This paper takes Q county-level city as an example,based on the "strategic triangle"model of public value management and the "selective policy implementation" theory,using case analysis and interview method to study the problems existing in the implementation process of the online letters and visits system system.Through the in-depth analysis of a large number of data and specific letters and visits cases,the main problems existing in resolving social conflicts in the online letters and visits are obtained.There are deviations or deficiencies in value positioning,social support and operation ability,which hinder the operation of"strategic triangle" and result in the shortage of public value output of the online letters and visits.The reason for the appeal problem is that the assessment mechanism and the system target do not match,so that the grassroots public departments in the implementation of he online letters and visits system pay attention to the assessment and political achievements,excessive attention to the construction of hardware facilities and handling speed,ignore the administrative cost and the actual effect of resolving conflicts,resulting in the implementation of he online letters and visits system is not comprehensive.In terms of public value creation,such as solving people’s problems and paying attention to their needs,we have not produced enough output,and deviated from the institutional orientation of better,faster and more economical solutions to people’s demands.Through the integration of the analysis results,combined with the excellent experience of other areas,this paper puts forward suggestions from improving the assessment mechanism,establishing a correct view of achievements,strengthening the operation ability,enhance public satisfaction,to provide some reference for the healthy development of the online letters and visits in the solution of social conflicts at the grassroots level.
