Researsh On The Participation Of Social Power In Resolving The Conflicts Between Grassroots Letters And Visits

With the deepening of the political and economic system reform in China,the new pattern of interests is being profoundly adjusted,and various deep-seated social contradictions and social problems are gradually revealed,and emerge through the channels of letters and visits.The township letters and visits department,as directly in the face of all kinds of letters and visits new problems,new situations and new contradictions of the first place.It is an important exploration to strengthen and innovate the mode of social governance to participate in resolving the conflicts of grassroots letters and visits with the help of social power.It is also an important method to build a social governance pattern of joint contribution,common governance and Shared benefits.It is of great significance to maintain social harmony and stability.This paper chooses H Town of Huizhou City as the research object,and takes H Town's handling of conflicts in letters and visits as the background.Through the comprehensive use of literature collection,theoretical analysis,questionnaire survey,case analysis and other research methods.Comprehensively analyze the situation of H Town's participation in resolving conflicts of letters and visits with the help of social power such as "two representatives and one committee member",deputy director of legal system,lawyer,social organization and social elites.At the same time,this paper summarizes and improves the successful experience of H Town in resolving conflicts in letters and visits with the help of professionals,social groups,social elites and other social power,and finds out that H Town has difficulties and problems in introducing social power.After in-depth analysis,it is concluded that the root causes of the problem lie in five aspects,including cognitive misunderstanding,absence of system,lack of platform,lack of incentive and lack of supervision.Finally,through in-depth and meticulous research on the problem,targeted improvement measures in five areas were proposed : Clearly define the roles and responsibilities of social power,and enhance the public's identification with social power;Timely promulgation of laws and regulations or normative documents to provide basis for the introduction of social power;Actively build participation platform of social forces,andexpand the scope and depth of intervention by social power;Develop perfect incentive measures to stimulate the participation of social power;Improve the assessment and evaluation of social power,strengthen scientific oversight of social power.It can provide reference for the grassroots government to promote social power to participate in the conflict resolution of letters and visits,enhance the ability to resolve conflicts,and do a good job in resolving conflicts of letters and visits.
