Social Organizations Participate In The Study Of Action Strategies For Resolving Conflicts In Petitions

For more than 40 years of reform and opening up,with the social transformation and rapid economic development,Chinese society has entered a period of "prominent contradictions." In order to solve a series of social problems,the party and the government proposed to accelerate the formation of a "social governance system of party committee leadership,government responsibility,social coordination,public participation,and rule of law guarantee";the Third Plenary Session of the 18 th CPC Central Committee further proposed to "improve social governance methods and encourage And support the participation of all sectors of society." The pressure of social contradictions during the transition period and the thrust of social governance innovation jointly promoted the reform of the petition system.This study is based on this background and based on the field theory of Bourdieu's practice sociology,and built an original analysis.Framework: From the perspective of field,capital and habitus,it studies the actions of social organizations participating in the contradiction between letters and visits.Based on the practical experience of Shanghai,this paper uses the case study method to select the “T Appeal Mediation Center” and “X Mediation Center” with certain influence and popularity in the field of conflict resolution in Shanghai.The study found that in the field of letters and visits,"capital" is the basis for the actions of actors.Since different actors such as social organizations,petition departments,grassroots governments,and petitioners hold different capitals separately,in order to survive and develop,social organizations use different capitals in the process of playing games with different actors.The action strategy—for example,using professional capital to launch a “location game” to deal with the petition department;using identity capital to launch a “trust game” to deal with the grassroots government;using the intimate capital to launch an “emotional game” to respond to the petitioners.After a full empirical investigation,this paper believes that in practice,social organizations have achieved certain results in the contradiction between letters and visits.For example,some areas have realized the normalization of "political-social cooperation" and the mechanism of social organizations' participation in the contradiction between letters and visits.At the same time,social organizations still have barriers in terms of insufficient resources,insufficient capacity,and identity deficiencies in their work in letters and visits.In order to break through the barriers toaction,help social organizations to better participate in the conflict resolution of letters and visits,and form a pattern of social co-governance,this paper puts forward some countermeasures.This research has three aspects of innovation: first,the perspective of innovation.From focusing on the top-down reform of the petition system to focusing on the bottom-up participation of social organizations;second,the innovation of methods.From static research to dynamic research,social organizations are analyzed as actors.Third,theoretical innovation.Introducing Bourdieu's field theory,constructing the action field of social organizations to participate in the conflict resolution of letters and visits,and then dynamically analyze the interaction between social organizations and other actors and the environment.
