As an important auxiliary force and a powerful supplement to the public security system,auxiliary police officer(hereinafter referred to as auxiliary police)play an increasingly prominent role in maintaining overall stability,ensuring long-term peace and order,ensuring economic development,and serving the people.However,due to such factors as the legislative mechanism and local realities,there are still no systematic and complete laws and regulations to clarify the management standards of the auxiliary police.The lack of unified special legislation has led to many obstacles in the process of the legalization and standardization of the construction of the auxiliary police team in China,which to some extent limits the effective exertion of its functions,and at the same time,it is very easy to cause contradictions and problems in the management practice.The specific performance is:the high turnover rate of the auxiliary police The team structure is not stable,the overall quality of personnel is not high,the law enforcement is not standardized and uncivilized,law enforcement and other illegal acts occurs from time to time.The most direct consequence of the above problems is the infringement of the legitimate rights and interests of the people,which ultimately damages the credibility of the public security organs and the satisfaction of the people.In view of this,it is necessary to make a beneficial exploration in improving the management of the auxiliary police team,so as to make it realize the benign development track of specialization,standardization and legalization,in order to help the auxiliary police better play its role.Starting from the basic situation of the auxiliary police team in J District of Y City,the paper adopts the method of field visit and investigation to expand the sample scope as much as possible,and tries to fully and truly reflect the problems in the sample.On the basis of previous research,after summarizing and sorting the data,the paper deeply analyzes the root causes of the problems in qualitative and quantitative ways,and analyzes and concludes many problems in the management of the auxiliary police team in J District of Y City,such as the lack of a unified and standardized recruitment system Lack of fair and reasonable performance appraisal system,lack of scientific and efficient education and training system,lack of sound and complete occupational security system,etc.On the basis of fully drawing on the experience and system of foreign auxiliary police team construction in the UK,the US and other countries,combined with the reform and innovation measures of auxiliary police team construction carried out by domestic provinces,and taking into account the actual situation of J District of Y City,we put forward countermeasures and suggestions such as establish a unified and standardized access system for auxiliary police,optimize the performance management and supervision system,strengthen education and training,and improve preferential treatment of auxiliary police,so as to vigorously promote the standardized management of auxiliary police team in J District of Y City.
