| In the current information age,with the rapid development of network economy and emerging business forms,the forms of violations and crimes have changed,showing new laws and characteristics.Then social security is facing new risk sources,and the situation is still grim.In recent years,the auxiliary police,as the auxiliary force of the formal police(generally known as the police),has made great contributions to maintaining national political security,social stability and good public security,which has been fully affirmed by the party and the people.However,some problems of the auxiliary police personnel also reveal that there are still loopholes and deficiencies in the auxiliary police management of the public security organs.Under the background of the current police reform carried out by public security organs from top to bottom,how to standardize and improve the management of auxiliary police is an urgent problem to be solved.Based on the reality of G County,this paper introduces the current situation of the auxiliary police management of G County Public Security Bureau in detail.On this basis,it further analyzes and points out the main problems existing in the auxiliary police management of G County Public Security Bureau:first,the planning supply and demand of Auxiliary Police personnel is unbalanced,such as the long-term shortage of police force in individual departments,the imbalance of team structure proportion,the new situation and new tasks give birth to the new demand of police force,etc;Second,the recruitment and allocation standard of auxiliary police personnel is not clear enough,such as personnel recruitment does not match the post demand,ignoring internal recruitment,etc;Third,the training mode of auxiliary police personnel is relatively chaotic,such as the training system has not been established,the training methods are unreasonable,and the lack of research on training needs;The fourth is that the performance appraisal system is not set for the common performance appraisal problems,such as the "temporary police",which is not set for the performance appraisal of the personnel,and the performance appraisal system is not set for the temporary police;Fifth,the salary and welfare guarantee level of auxiliary police personnel is low,the salary and welfare standards stipulated by the superior are not fully implemented,the salary and welfare level is lack of competitiveness externally and unfair internally;Sixth,in the management of labor relations,the rights and obligations of auxiliary police are not clear,such as unclear identity positioning of auxiliary police,blocked promotion channels,etc.In view of the above problems,this paper analyzes the main reasons for the above problems in combination with the system documents issued by relevant national departments,the research results of participatory observation and the contents of interviews,the paper analyzes the main reasons for the above problems,including:the relatively backward concept of human resource management,the lack of perfect recruitment and allocation system,the diversified training mechanism has not been established,the shackles of traditional equalitarianism,the imperfect security system of government temporary workers,and the lagging process of legal construction.Based on the above analysis and summary,the paper puts forward countermeasures and suggestions to strengthen the management of auxiliary police in G County Public Security Bureau,including:first,improve the planning of auxiliary police personnel;Second,clarify the recruitment objectives and conditions;Third,optimize the training content and form;Fourth,introduce supervision mechanism into performance appraisal;Fifth,strive for financial support;Sixth,speed up the pace of police reform.The research content of this paper helps to standardize the auxiliary police management,realize the non-growth and improvement of police force,improve the police work efficiency of G County Public Security Bureau,and better serve the economic and social development of G County.At the same time,it also provides a useful reference for the standardized management of auxiliary police in other cities and counties,and helps the construction of safe China. |
