The Investigation Research On The Situation Of Auxiliary Police Team

The auxiliary police team is the auxiliary force to assist the police to carry through all kinds of non-secret police activities.This paper calls it as auxiliary police for short.With the rapid development of economic society,in order to relieve the pressure caused by insufficient police strength,the public security organs employ large amounts of auxiliary police to replenish various kinds of non-secret work.The auxiliary police team plays a positive effect on public security,cracking down illegal crime and other aspects.As the gradual expansion of auxiliary police team annually,there are many problems in the utilization and management process.The author starts from the origin and concept of auxiliary police,takes the auxiliary police team from one district public security bureau of Beijing as the research subject,conducts field visit and questionnaire survey,so as to present the practical situation of the bureau's auxiliary police team at the present stage to the readers.Since there is no unified written auxiliary police system in nationwide scale,though the auxiliary police are full of passion in daily work,they have weak job responsibility because of unclear duty,they have poor working enthusiasm because of arrested occupation development.The author aims at penetrating the actual work of auxiliary police,and proposes strong-operability practical construction suggestion to the true cause of low work efficiency.The leading research method of this paper is to take advantage of questionnaire to reflect the real situation of auxiliary police team in one district public security bureau of Beijing,and this paper seriously studies the domestic and foreign excellent literature about auxiliary police system,makes a comparison and borrows domestic and foreign excellent experience and practice,put forwards construction opinion of auxiliary police system corresponding with national conditions.Our auxiliary police team is gradually stepping into the legal construction,but there are still many problems,like unclear position,unclear responsibility scale,insufficient treatment security,poor supervision and management and other issues.In current era of comprehensively deepening the public security reform,Chinese public security organs should adhere to the legal construction as the outlet,confirm the legal position of the auxiliary police,definite the responsibility scope of auxiliary police,strengthen supervision and management of the auxiliary police,comprehensively construct the auxiliary police system with Chinese characteristics.I hope that in the near future,with the promotion of comprehensively deepening public security reform,the auxiliary police system can receive legislation,the auxiliary police can receive corresponding administrative auxiliary right,get rid of the awkwardness of identity,and their various treatment can get a further improvement as well,so as to usher in a spring of developing auxiliary police team.
