Study On Changing Customs In Y County Of Baoding City

At present,the country’s comprehensive strength continues to increase.While improving its economic strength,cultural soft power has attracted more attention.The integration of urban and rural construction promotes the continuous development of economy and politics in rural areas,and the development of rural culture has also been widely concerned by the government and society.Now we are at the historical intersection of the new era,and social changes have put forward new needs for rural areas.However,the reality shows that rural areas once again lag behind the requirements of the times in cultural development,exposing many problems,such as son preference,disobedience and unfilial,complex human relations,feudal superstition,high bride price,thick burial and thin support,etc.In response to these problems,in 2019,several national departments jointly issued the guiding opinions on further promoting changing customs and building a civilized rural style.The opinions clearly put forward that we should give full play to the role of villagers’ autonomy and make rational use of farmers’ creativity.The government should constantly strengthen publicity and education and typical demonstration,strengthen system guarantee,promote work innovation,and speed up the establishment and improvement of a long-term mechanism for changing customs.In order to curb the old rules and bad habits in rural areas and form a positive social trend,so as to enrich the spiritual and cultural life of farmers and improve farmers’ scientific and cultural literacy.This paper uses the methods of literature research,case study and questionnaire interview,taking Y County rural area as the research area,innovatively applying Marxist cultural theory and rural governance theory as the guidance,to study the problem of changing customs and habits in this county.Through on-the-spot visits and searching on the website of Y County government,the author learned about the relevant measures implemented by Y County in changing customs and habits.After sorting out the questionnaire,we found the bad customs in Y County rural areas,and summarized the following three problems:First,gambling,early marriage and early childbearing,preference for boys and girls,disobedience and unfilial and other moral-related problems are common in Y County rural areas;Second,there is a vanity trend of comparison in Y County rural areas,such as marriage and comparison,being well-buried and well-cared for,and giving complicated gifts.Third,there is a feudal superstition in Y County rural areas,that is,asking God for fortune telling and asking God to see a doctor.Based on the above problems,this paper analyzes the causes of the problems from both historical and practical aspects according to the Marxist cultural theory.The historical reasons include the influence of traditional small farmers’ ideas,the influence of ancient ghosts and gods and the incomplete change of customs;The realistic reason is that farmers are constrained by low income level,low attention from grass-roots organizations and low cultural literacy.While drawing lessons from the experiences of Wenzhou,based on the rural governance theory and taking the public interests of Y County farmers as the starting point,this paper puts forward some countermeasures to change the customs from three aspects:firstly,the practice of villagers’ autonomy is mainly to formulate village rules and regulations,encourage new rural residents to participate in rural affairs,give full play to the red and white councils of rural areas,give full play to the main role of farmers and apply it to rural management.Secondly,government governance starts from four directions:developing economy,building party members,innovating propaganda forms and standardizing related industries,giving full play to the leading role and macro guidance of national grass-roots political power,and providing effective assistance for villagers’self-government.Finally,cultural construction mainly makes up for the facilities of cultural lag in rural areas and farmers’ cultural literacy,improves farmers’ cultural self-confidence through scientific knowledge,ideological education and excellent traditional culture,and builds and improves cultural infrastructure.Through comprehensive management in three aspects,we can get rid of the bad customs in rural areas,change farmers’ concept consciousness,form a new civilized rural style,and make rural areas become beautiful homeland where people live and work in peace and contentment.
