Research On The Construction Of Village Rules And Regulations From The Perspective Of The Construction Of Village Customs And Civilization

As an important tool to promote the construction of rural culture and civilization,the village rules and regulations play an important role in the process of modernizing rural governance in the new era.Xi Jinping attaches great importance to the work related to the construction of village rules and regulations,and has repeatedly given important instructions on the role of village rules and regulations in the modernization of rural governance,calling for "improving the rural governance system,deepening the practice of villagers’ self-governance,and effectively playing the role of village rules and regulations,family education and family style." On December 27,2018,the Ministry of Civil Affairs and seven other departments jointly formulated and issued the "Guidance on the Work of Village Rules and Residents’ Covenant",which is the first guiding document that clearly stipulates village rules and covenants from the national level.As a code of conduct that exists in rural society,village rules and covenants are an important tool for modernizing rural governance in the new era.To strengthen and promote the construction of village rules and regulations,to improve the level of civilization,to create a civilized countryside,good family style,simple people’s style,has become a major task and subject of the current rural governance work.This paper closely combines the relevant policy background of the Party and the State on strengthening the construction of village rules and regulations since the 19 th National Congress and the realistic demand of realizing the modernization of rural governance,and is based on the theories of traditional Chinese culture,Marxism-Leninism,Mao Zedong Thought and the socialist theoretical system with Chinese characteristics about the civilization of countryside and the construction of village rules and regulations,the village rules and regulations of 36 villages and towns in 26 counties(districts)of 9 cities(states)in Sichuan Province,including Chengdu,Deyang,Ziyang,Suining,Ya’an,Nanchong,Zigong,Panzhihua and Ganzi Tibetan Autonomous Prefecture,were selected as the objects of the study,and the theoretical and practical analysis of the village rules and regulations was conducted.The article is divided into five parts: the first part introduces the background and significance of the study,the current status and review of domestic and international research,the research content and methodology,and the innovation of the study.The second part defines the core concepts and delineates the scope of the study,in addition to systematically sorting out the theoretical basis of this research.The third part focuses on clarifying the dialectical relationship between the construction of rural style civilization and the construction of village rules and regulations,indicating that the construction of village rules and regulations is an important tool for realizing rural style civilization,and that the construction of rural style civilization puts forward new requirements for village rules and regulations.The fourth part is to introduce the current situation of the construction of village rules and regulations in the context of the construction of rural style civilization,summarize the effectiveness of the current construction of village rules and regulations,and sort out the problems and causes of the construction on the basis of the research situation.The fifth part is the countermeasures to improve the implementation effect of village rules and regulations in the construction of rural style civilization,which is the most important part of this paper,focusing on strengthening the organization and leadership of village rules and regulations,standardizing the formulation process of village rules and regulations,optimizing the content and terms of village rules and regulations,and improving the quality and efficiency of the implementation of village rules and regulations.Finally,the concluding remarks summarize the main ideas of this paper,point out the shortcomings of the study,and provide an outlook for future in-depth research.
