Study On The Countermeasures Of Promoting The Construction Of Village Customs Civilization Under The Mode Of "Five Governance"

The construction of spiritual civilization in rural areas is an important part of socialist spiritual civilization.To do a good job in the construction of rural spiritual civilization,we need to constantly improve the spiritual outlook of farmers.The construction of rural spirit civilization is the basis of the construction of peasant spiritual civilization,but there are many problems in the construction of rural spirit civilization,which need to be further improved.Beixin Town,located in the southwest of Qidong,Jiangsu Province,is known as the "Golden North New",and is the west gate of Qidong’s economic development and opening-up.Northern new town,continuously strengthen the local custom civilization construction,but when writing in the local custom civilization construction also have a series of problems,such as the village poorly organized,the party lead is not perfect,the legal awareness is not strong,the residents’ spiritual and cultural life of the single,informatization construction problems such as weak,pressing the reality request we must pay special attention to the local custom civilization construction with high quality,achieve rural cultural revitalization.This paper takes the construction of local custom civilization in Beixin Town,Qidong city as an example,and reflects the current situation of the construction of local custom civilization in Beixin Town,Qidong city more comprehensively through the combination of literature research method,field research method and interview method.The article is divided into five parts.The first step is the introduction,which mainly analyzes the research background and significance,domestic and foreign research review,research ideas,research content,research methods,innovative points and shortcomings.The second part is the basic theory part of the article,mainly expounds the basic concepts of rural revitalization,five governance,the construction of local customs and civilization and the theoretical basis of this article,including:socialist spiritual civilization construction theory,new public service theory,civic participation theory.The third part is the current situation of the article,mainly expounds the current situation of the construction of local custom civilization in Beixin Town from the perspective of the five Governance.The fourth part mainly expounds the problems existing in the construction of township style civilization in Beixin Town,including: weak and lax village-level party organization,insufficient self-governance efficiency,poor legal concept of the masses,single spiritual and cultural survival,weak information facilities,and poor implementation effect of the "five Governance" path.The fifth part is the strategy part of the article,from the perspective of the five governance,put forward countermeasures and suggestions according to local conditions: first,take politics as the leadership,strengthen the construction of grassroots Party organizations.We will gradually improve the establishment of rules and regulations and strengthen the education and management of Party members.Second,with self-government as the core,we should mobilize self-government forces at the grassroots level.Mobilize the role of grassroots organizations and establish an open platform for village affairs.Third,take the rule of law as the guarantee and pay attention to the cultivation of legal awareness.We will strengthen our ability to perform duties in accordance with the law and intensify publicity efforts to popularize the law.Fourth,strengthen the role of moral education under the guidance of moral rule.Promote the construction of cultural facilities,bring into play the role of new township sages.Fifth,we will improve the intelligent level of rural governance with the support of intelligent governance.Pay special attention to information system construction,build intelligent grid management.Sixth,strengthen the internal links between the "five Cures" and bring into play the "five Cures" effect.We should grasp the internal logic of the five Disciplines and bring together diverse governance bodies."Five governance" mode in the "local custom civilization" is a town of northern new necessary path to strengthen the construction of spiritual civilization,and promote the northern new town construction new ways to build a new socialist countryside,through the study of this paper northern new town for the future of the local custom civilization construction to provide some specific measures,as well as other villages and towns civilization create work provides a certain reference.
