Basic tax department is the frontier department of national tax collection and management.The loss of basic tax cadres directly affects the overall work effectiveness.Shuangyashan is a coal resource city.Within its jurisdiction,four municipal districts and four counties are very remote and difficult areas in Heilongjiang Province,including 42 towns,701 villages,12 state farms and 40 state forestry farms.In the course of our investigation,we learned there are some common problems in the management and assessment process of the tax system in Shuangyashan City,such as complex working environment,limited development space,imperfect incentive mechanism and other problems,which lead to grass-roots tax cadres hard to work at ease,and then appear the phenomenon of grass-roots tax cadres loss.Therefore,it is of great practical and theoretical significance to explore the loss prevention system of grass-roots civil servants in the tax system of Shuangyashan City for the management of grass-roots officials in Shuangyashan City.Through Journals review,questionnaire investigation and other ways,this thesis conducts a descriptive research on the loss of grass-roots tax cadres in the tax system of Shuangyashan City,and understands the current situation of grass-roots tax officials,so as to analyze the causes of the loss of grass-roots tax officials.Built on the investigation results,it refers to the existing price-Mueller model.From the employment,salary,development and training of grass-roots tax cadres,the prevention system of grass-roots tax cadres loss is built.Aiming enforcement of the Inland Revenue Ordinance prevention system for the loss of grassroots civil servants in the taxation system of Shuangyashan City,four safeguard measures are proposed: Organizational leadership guarantee,publicity and education guarantee,investment guarantee and technical guarantee are four guarantee measures.
