The five development concepts of "innovation,coordination,green,openness and sharing"put forward at the Fifth Plenary Session of the Eighteenth Central Committee of the CPC are another major innovation in China's development theory,which is not only aimed at the outstanding contradictions and problems in China's development,but also an important methodology for us to understand and transform the world.As the concrete implementer of the national strategy,only by firmly grasping the essence and core meaning of the "Five Development Ideas" and firmly establishing the thinking mode of the "Five Development Ideas",can the civil servants ensure the implementation of-the strategic objectives put forward in the"Thirteenth Five-Year Plan".Tax department is a very important economic function department in China.The quality level of tax personnel will have a profound impact on the development of tax cause.Establishing a rigorous,perfect,reasonable and effective evaluation Index System for tax personnel will play an effective role in promoting the overall quality of tax personnel in China.On the basis of absorbing the mature experience of foreign civil servant assessment,under the guidance of relevant theories,according to the actual situation of our country,relying on the grass-roots work experience accumulated for many years,the necessity and importance of improving the evaluation Index of grass-roots civil servant in tax system of City B are elaborated through field investigation,literature research and case analysis,at the same time,it reveals the existing problems in the current assessment index system.Especially since the amalgamation of national and local taxes,there are five problems in the civil service assessment,such as the failure of classification assessment index system,the lack of job differentiation in the evaluation of service objects,the lack of obvious conduction function between organizations and individuals,the lack of difference in annual assessment results and the need to strengthen the emphasis on the assessment work,and the causes are analyzed,this paper puts forward the basic principles that should be followed in the setting of assessment indicators,and puts forward the main measures to improve the evaluation index system of civil servants from the aspects of improving assessment grades,strengthening the application of assessment results,making a general index database for civil servants'assessment,and giving full play to an independent third-party evaluation mechanism,with a view to further improving the practicability and adaptability of the evaluation index system,at the same time,it has a good ability to take into account differences and form a set of performance-based evaluation index system supplemented by other indicators,which opens up new ideas for the construction and improvement of the civil service evaluation index system.The innovation of the paper lies in the improvement of the existing index system from two aspects:adjusting the weight of relevant indexes and increasing the rank of civil servants'assessment.The reasonable and efficient evaluation index forces civil servants to use the"five development concepts" consciously to arm their minds,guide their practice and promote their work,and strives to solve outstanding contradictions and problems that are not compatible with the "five development concepts" in civil servants' assessment.In order to better enhance the service consciousness and ability of civil servants.
