The flow management of civil servants is a complex process,which involves a wide range,strong policy,far-reaching,theoretical difficulties and practical difficulties.In Changsha city as an example,through the investigation on the current situation of grass-roots civil servants,although the grass-roots civil servants flow management has made certain achievements,but the grass-roots civil servants flow management level and the target still has a large gap,mainly in:excellent grassroots civil servants management form of talent outflow tendency,the program sometimes useless,a single flow direction,profit flowing,scientific and effective management of the civil service entrance flow within the civil service base needs to be improved,lack of vitality,to improve the management of the civil service export.There are many reasons,such as ideological and cultural official standard consciousness,high degree of centralization of power in the organization,the system is not standardized,there are many factors affecting the civil servants.For this,this paper puts forward some countermeasures for strengthening the management of Changsha's grass-roots civil servants,The purpose and significance of this paper is that through the study of the grass-roots civil servants flow problems,analyzes the status quo of Changsha's civil servants flow and existing problems,discussed the countermeasures to solve the problem,in order to promote the flow of Changsha's grass-roots civil servants through reasonable and scientific use of transfer,turn exercise and attachment to any other means to promote the internal and external flow of civil servants that can cultivate and improve the overall quality of civil servants,the civil servant individual ability and work to better play their initiative,promote the development,promote the rational allocation and application of government official human resources,in order to better promote the development of China's socialist cause.
