A Study On The Government Behavior In The Industrial Development Of Wuhai Economic Development Zone

At present, as an international problem, the industrial development of the development zones which are rich in resources has caused widespread concern around the world. As one of the basic material conditions in human production and living, resources is playing an important role in any country in the world. However, after decades of extensive mining, the industrial development of these cities enters into a bottleneck of extremely difficult period, because they pay more attention to economic data than government service management, and excessive rely on a certain kind of non-renewable resources. In order to avoid the decline, it is urgently needed that to optimize government functions and complete industry transformation and upgrading as soon as possible. Therefore, it is not only a key problem on the development of economy that need to be solved in our country for a long time in the future, but also a hot issue in academic research.Wuhai Economic Development Zone is one of these typical cases. Due to the nations of the world gradually improve the requirements of economic development and environmental protection, following the continuous improvement of government services and management level, it is a direct impact on the sustainable development prospect of Wuhai city that how to realize the industrial transformation and upgrading. For a long time in the current and the future, Wuhai Economic Development Zone should work on improving the ability of cooperation with the government and the market, playing the advantages of industrial agglomeration, readjusting industrial structure. Moreover, they also should actively strive for the support of the state and Inner Mongolia government on policies, do comprehensive works in such aspects as the transformation of government functions, the mechanism and system reform,so that to speed up the pace of industrial structure adjustment and finally help the city truly achieve transformation development.Based on the perspective of this researching that how optimization of government functions play a role in industry development planning in Wuhai Economic Development Zone, this paper analyzes the alternative industry development direction, industry chain extension and industrial structure adjustment. In addition, it further explains that how Wuhai Economic Development Zone exercises the government administrative ability and market service ability. Under the strategic deployment of all levels, the country, autonomous regions and Wuhai city, combining the reality of the regional economy, in order to help the zone cultivate diversified industries, promote the fast and health development and the positive transition of the city,this paper try to develop specific strategies of transformation which focus on improving management, optimization services, bundled upgrade to the traditional economic and dislocation competition to the surrounding economic zones from the perspective of planning.
