Since the 20 th century,with the great impact of public health emergencies all over the world,how to effectively deal with and control public health emergencies has become the focus of global attention.In particular,the outbreak of COVID-19 since late 2019 has become a serious difficulty and severe test for all countries in the world today,including China.In the face of global public health emergencies such as the COVID-19 pandemic,China has also felt a great threat.The COVID-19 epidemic is a global public emergency.Therefore,this paper refers to the 4R crisis management theory proposed by Robert Heath,an American crisis management scholar.This theory classifies crisis management into four stages:Crisis events can be effectively prevented and managed through the dynamic cycle of reduction period,preparation period,response period,and recovery period.Therefore,the theory is also applicable to the guidance of the management of COVID-19 epidemic,with a view to improving the ability of R City People’s Hospital to prevent,control,and respond to COVID-19 epidemic under the guidance of this theory.In this paper,the People’s Hospital of R City,a municipal tertiary general public hospital,was selected as the case of COVID-19 epidemic prevention and control,focusing on literature review,case study,interview research and other methods.Combined with the 4R crisis management theory,the different stages of public crisis response and the corresponding response measures of the hospital to the epidemic at each stage after the outbreak of COVID-19 were analyzed.To study the current situation and problems of hospital resource integration in response to the COVID-19 epidemic,and explore relevant solutions.The results show that while the hospitals have invested a lot of effort in epidemic prevention and control and achieved obvious results,there are also hidden problems in emergency management measures.The hospital is found with such problems as imperfect emergency management organization,imperfect emergency support system,poor emergency prevention and control level,and lack of perfect emergency management mechanism.Based on the4 R crisis management theory and collaborative governance theory,suggestions were discussed to improve hospital response to COVID-19.Using the theory of phase decline,preparation phase,response phase and recovery phase,combined with the experience of developed countries in emergency management of public emergencies such as COVID-19,Active prevention and control measures are taken from four aspects: establishing a hospital emergency management team for COVID-19 prevention and control,perfecting emergency support system,enhancing the technical level of prevention and control of COVID-19 and other health emergencies,and creating a benign epidemic emergency management model,in order to improve the management organization construction,put forward a scientific emergency plan for COVID-19 epidemic,focus on staffing and professional training,and strengthen material reserves.Building a multi-sectoral linkage system,refining the information prevention and control system,and handling the COVID-19 crisis in a scientific,appropriate and standardized manner.It is expected to provide reference for the same type of general public hospitals to improve the emergency management ability of COVID-19.
