In order to improve the promotion channels,salary levels,team construction and other aspects of civil servants,and further stimulate the civil servants,the General Office of the CPC Central Committee decided to implement the parallel system of civil servants’ positions and ranks,and issued a series of relevant documents such as the Provisions on Parallel Civil Servants’ Positions and Ranks.As a grass-roots government department with a large number of people,grassroots tax bureaus have officially implemented the parallel system of civil servants’ positions and ranks since June 2019,with remarkable positive results.However,there are still some improvements to be made.Therefore,it is of theoretical and practical significance to carry out research on the implementation problems and countermeasures of the parallel system of civil servants’ positions and ranks in grassroots tax bureaus.Under the guidance of Smith’s policy implementation model and other theories,this paper takes J District Tax Bureau as an example,studies and analyzes the problems and countermeasures of the concurrent system implementation of duties and ranks in J District Tax Bureau through research methods such as semi-structured interview method,case analysis method and participatory observation method,and studies possible problems from the level of four influencing factors in Smith’s policy implementation model.The specific performance is as follows:at the level of idealized policy,there is a deviation from the system goal,which is reflected in the effect of the number of ranks on the promotion structure,the ineffective performance of assessment,and the lack of independence of ranks management;At the executive agency level,there is alienation of implementation,differentiated implementation of policies,and the process of rank promotion is easy to become mere formality.At the level of target group,the recognition degree of the system is not high,there is a gap between personal expectations and the actual situation,there is an inverted phenomenon of responsibility and interest;At the level of environmental factors,there exists the phenomenon of seniority.Through in-depth analysis of interview data,this paper sorts out the underlying reasons from four aspects:the system itself,the executing agency,the target group and the system execution environment,including the limitations of the system itself,the lack of professionalism of the executing agency,the double constraints of the target group and the lagging execution environment.Finally,this paper puts forward countermeasures and suggestions in four aspects,including improving the parallel system of civil servants’ duties and ranks,improving the execution efficiency of executive departments,improving the recognition degree of target groups,and optimizing the execution environment of the parallel system of civil servants’ duties and ranks,hoping to provide reference for the implementation of the rank system of grassroots tax bureau.
