The parallel system of civil servants’ positions and ranks has been implemented in China for decades.In order to adapt to different times,multiple rounds of reforms have been carried out.The "Provisions on the Parallel System of Civil Servants’ Positions and Ranks"(hereinafter referred to as the "Provisions"),issued on March 19,2019,has undergone many substantive changes on the basis of previous rounds of reforms,and is a major innovation in the civil service management system since the 19th National Congress of the Communist Party of China,"It is an important embodiment of the socialist ideology with Chinese characteristics for the new era in the field of civil service management.After the implementation of the" Provisions ",various localities have been able to implement them well,with smooth and bright spots throughout the process.In terms of on-the-job management,it also has unique characteristics and achievements in various localities,greatly stimulating the enthusiasm of grassroots civil servants for entrepreneurship work.At the same time,due to the short time for the implementation of the system,there are few relevant theoretical studies and practical cases of operation,",Unable to fully utilize the maximum advantages of the system.Based on relevant local research data,the main reasons for the problem are system design,grassroots operations,and audience groups.This article also proposes relevant operational suggestions from these three aspects.Based on a review of relevant documents issued by the State Council,the significance of job rank research,and relevant research from domestic and foreign academic circles,the article defines the concepts of civil servants,civil servants’positions,and civil servants’ ranks,and then focuses on the current situation,progress,and effectiveness of the implementation of the parallel system of civil servants’positions and ranks at the grassroots level since the implementation of the "Regulations on the Parallel System of Civil Servants’ Positions and Ranks" in a county level city in southern Jiangsu Province,It mainly includes broadening the promotion probability of the positions or ranks of grassroots civil servants in City C,improving the level of wages and benefits for grassroots civil servants,and effectively promoting the work style of grassroots civil servants.During the implementation,there are mainly problems such as unscientific implementation methods at the grassroots level,difficulties in eliminating historical legacy issues,and unclear criteria for the appointment and removal of special groups.The causes of the problems are mainly divided into 9 reasons,including system design,grassroots operation,and audience group levels.Corresponding countermeasures are proposed for these 9 reasons,including attaching importance to system explanation and training,improving local supporting rules,favoring grassroots frontline protection,actively exploring and strengthening implementation The implementation process should be balanced,financial security should be implemented,treatment should be established and improved,evaluation mechanisms should be established,explanations and publicity should be strengthened to the lower levels,and channels should be broadened to reduce the burden at the grassroots level.Finally,due to the limited scope of institutional practice,limited sources of research data,and limited time for grassroots practice,how to improve institutional design needs to be further explored.
