| City is the main battlefield to promote economic and social development,an important support to enhance people ’s happiness,and a strategic fulcrum to implement the new development concept and build a new development pattern.In 2021,’urban renewal’was first written into the government work report of China.In 2022,’orderly promotion of urban renewal ’was further included in the key work,and ’re-construction and transformation of a number of old urban communities ’was proposed,which opened a new journey of urban renewal action.As the key link of urban renewal,the progress and quality of the transformation of old residential areas have an indispensable influence on the image improvement,functional improvement and high-level governance of the city.As one of the main urban areas of Jinan City,according to the urban renewal planning requirements of Jinan City,the urban renewal is listed as one of the work of the whole region.From the perspective of history,region,policy,government implementation and other dimensions,it is typical.In recent years,Licheng District has focused on the ’basic’transformation of old communities and completed the transformation tasks of 232 old communities in the whole district.Some experience is worth summarizing and popularizing,but there are also problems such as more ’external’ transformation and insufficient ’internal’transformation,which still have a large gap with the needs of the people.This paper studies the relevant theories and experience of "urban renewal" and "old community renovation "at home and abroad,analyzes the formulation,implementation and evolution of urban renewal policies in China,Jinan and Licheng District,and points out the basic connotation of urban renewal.At the same time,focusing on the current reality of China’s old residential areas,the transformation of old residential areas in Licheng District was selected as the research object,and the "five in one "transformation measures based on"clarifying the division of responsibilities,optimizing the transformation process,improving the functional environment,implementing quality projects,and shaping the property brand"were introduced.The shortcomings and deep-seated reasons were analyzed in depth from the aspects of transformation funds,work force,property management and so on.Based on the theories of organic renewal theory ’and’ multi-center governance theory’,this paper visits the typical old residential areas in Licheng District based on case studies,interviews,questionnaires and other methods,and communicates with the government departments,community neighborhood committees,property and other unit staff and residents of the old residential areas in Licheng District.Combined with the urban renewal policies at the national and provincial levels,this paper puts forward some targeted suggestions,such as broadening the transformation funds,forming multi-sectoral synergy,and strengthening property management,in order to provide some valuable ideas and references for the subsequent transformation of old residential areas. |
