Abstract/Summary:
Since the Cold War,the U.S.Congress has begun to intervene in China’s internal affairs through human rights,religion,and other issues related to Xinjiang,mainly through resolutions,and only to express the attitudes of members of Congress on Xinjiang-related issues.During this period,the only bills specifically related to Xinjiang were the resolutions on the "Rebiya Incident" and the "July Fifth Incident," while other bills related to Xinjiang were attached to the so-called "China Human Rights Issues."In2017,after President Donald Trump took office,the U.S.strategic perception of China underwent a subversive change,and "using the border to control China" became one of the important means for the U.S.to contain China.As a result,the number of borderrelated bills in the U.S.Congress has increased sharply,the form of proposals has changed from mainly resolutions to mainly bills,and the content of border-related bills has become more "pragmatic.The U.S.Congress has passed the Uyghur Human Rights Policy Act of2020 and the Uyghur Forced Labor Prevention Act,both of which were signed by the U.S.President.These two bills have been signed into U.S.law by the President of the United States.These two bills not only provide the so-called "legal basis" for the U.S.to interfere in Xinjiang affairs and curb China’s development,but also bring tremendous negative impact on Sino-U.S.relations and the development of China’s Xinjiang region.At the same time,the U.S.is making a big show of joining with its allies to sanction China on Xinjiang-related issues and using the hegemony of public opinion to smear the Chinese government’s Xinjiang policy internationally,which also has a negative impact on China’s foreign relations and international image.In response,it is necessary for us to take active measures.In the new era,we should,on the one hand,continue to adhere to the Party and state’s strategy for governing Xinjiang,and on the other hand,we should further enhance our international discourse and do a good job of promoting Xinjiang.At the same time,we should also strengthen our engagement with the U.S.Congress and deepen mutual exchanges and understanding so that Sino-U.S.relations can get back on the right track.
