The Tibetan problem is an important factor which affects on the healthydevelopment of Sino-US relations. Since U.S. Congress passed the first Tibetbill-H.R.2476, the United States Congress has gradually become the most activebranch which interferes in Tibetan affairs. In the recent years, the Tibetan problem hasbecome the sensitive question in Sino-US relations as the president Barack Obama’smeeting with the Dalai Lama. However, the U.S. Congress plays an important role inthe problem. Based on the Congress records and other documents files, this dissertationtries to analyze historical course of which the U.S. Congress interfered in Tibetanaffairs by legislative actions and other means during year of2009-2012, and revealimpacts on two session of Congress in Obama period towards Tibet and Sino-U.S.relations.In addition to the preface and conclusion, this dissertation includes four chaptersas follows:Chapter I analyzes the U.S. Congress in Tibet, it mainly discusses the concept, thecontent and the history of the Tibetan problem including the U.S. Congress paysattention to the Tibet’s status, human rights, nature, culture and supports for Tibetindependence forces. Chapter II introduced the origin of the U.S. Congress interferencein Tibet problem which contains raising the Tibet-related resolution, establishing theTibet Human Right Online, and supporting Dalai clique. The Chapter III analyzes theTibet-related bill during the Obama era and raises the trait of the Tibet-related bill. TheChapter IV evaluates the Congress interference in Tibetan problem, dissects theunderlying reasons. Finally, it refers to the negative effect of Congressionalinterference in Tibetan affairs and the dominant strategy of China’s response to theTibet-related problem.
