Research On The Experience And Enlightenment Of Rural Grassroots Party Organization Construction In Xianyang Since The Reform And Opening Up

Rural grassroots party organizations are the foundation of all the party’s work and combat effectiveness in rural areas,the key to the development of the"three rural areas" work,and the fighting fortress for publicizing the party’s propositions,implementing the party’s decisions,leading grassroots governance,uniting and mobilizing the masses,and promoting reform and development.General Secretary Xi Jinping pointed out in the report of the 20th National Congress that we should adhere to the clear orientation of grasping the grassroots level and grasp party building to promote rural revitalization.Since the reform and opening up,in the long-term process of construction and reform,the standardization,standardization and institutionalization of rural grassroots party organizations have been continuously improved,playing a key role in publicizing ideology,organizing the masses and promoting harmony,and reflecting the political and organizational advantages of rural grassroots party organizations.In the new era,in the face of the new situation and new problems in the countryside,it is necessary to continuously strengthen the building of rural grassroots party organizations and enhance the combat effectiveness of rural grassroots party organizations.Therefore,this paper takes Xianyang as the research object,deeply studies the historical process and basic experience of rural grassroots party organization construction in Xianyang,and provides a strong political and organizational guarantee for the realization of rural revitalization.Xianyang is one of the earliest areas in Shaanxi Province to establish the Communist Party of China,with a long history and many achievements.This article takes the construction of rural grassroots party organizations in Xianyang as the background since the reform and opening up.Firstly,this paper analyzes the relevant literature and materials on the construction of rural grassroots party organizations in Xianyang,and clarifies the four stages of rural grassroots party organization construction in Xianyang since the reform and opening up.Namely:the stage of comprehensive recovery and setting adjustment(1978-1989),the stage of goal setting and institutional standardization(1989-2002),the stage of capacity improvement and innovation development(2002-2012),and the stage of strengthening service functions and strict development(since 2012).Secondly,it is necessary to sort out the achievements made by rural grassroots party organizations in Xianyang in improving leadership,organizational strength,governance ability and party member cadre team building since the reform and opening up.Third,comprehensively sum up the basic experience of building grassroots party organizations in rural areas of Xianyang since the reform and opening up.The main manifestations are:first,always adhere to the leadership position of rural grassroots party organizations and promote the comprehensive development of rural economy,politics and culture;The second is to strengthen the construction of the contingent of party members and cadres,continuously enhance political consciousness,and strengthen rural grassroots party organizations;The third is to always uphold the purpose of serving the people and improve their service capabilities;Fourth,it is necessary to temper the cultivation of party spirit among rural party members and cadres and carry out the self-revolution of party organizations.Finally,through summary and analysis,important enlightenment is drawn from building and strengthening rural grassroots party organizations.It is mainly embodied in four aspects:strengthening theoretical arming,enhancing the awareness of serving the people,strengthening the construction of work style,and improving the institutional system.It is of great reference significance to strengthen the construction of rural grassroots party organizations in the new era,further consolidate the party’s ruling foundation and ruling position in rural areas,and comprehensively promote rural revitalization.
