| Compulsory education is an important undertaking that involves thousands of households and is related to the cultivation of the next generation of talents and the overall quality improvement of the Chinese nation.It must be developed and prioritized in the national public service.The development of compulsory education in China has gone through an era of resource shortage,resulting in a factual gap in the development of compulsory education between urban and rural areas.In the new era,with the changes in major social contradictions,reducing the gap between urban and rural compulsory education,promoting the balanced development of urban and rural compulsory education,and ensuring the equal right of urban and rural residents to enjoy high-quality compulsory education have become important missions and responsibilities of governments at all levels.The core of this article is to explore the responsibilities of county-level(city,district)governments and education administrative departments as direct responsible persons in promoting the balanced development of local urban-rural compulsory education.This article takes the balanced development of urban and rural compulsory education as the research field,and takes the responsibility of Baoqing County Government in the balanced development of urban and rural education as the research object.From three aspects: the concept,evaluation standards,and the main responsibilities of the government to promote the balanced development of urban and rural compulsory education in Baoqing County,this study focuses on the development status of the balanced development of urban and rural compulsory education,especially the current difficulties.Starting from the responsibilities of local governments,this study attempts to analyze the causes and propose specific measures to strengthen the balanced development of urban and rural compulsory education in Baoqing County.Thus,Baoqing County can effectively shoulder the responsibility of compulsory education at the rural and urban levels,and promote the coordinated development of compulsory education at the rural and urban levels. |
