| On June 21,2022,at a series of press conferences on "Education in the Decade" held by the Ministry of Education,Lv Yugang,director of the Department of Basic Education of the Ministry of Education,pointed out that from 2012 to 2021,China’s compulsory education has further achieved the basic and balanced development of counties on the basis of achieving full popularization,which has become another new milestone in the history of China’s compulsory education development.At present,the focus of our country’s compulsory education work has shifted from "basic balance" to "high-quality balance",and how to achieve the high-quality and balanced development of compulsory education is the next important topic.Historical studies have shown that the imbalance in the development of compulsory education is mainly reflected in the imbalance between urban and rural areas,and the dual structure of urban and rural education is the main reason for the uneven development of compulsory education.The uneven development of urban and rural compulsory education is essentially the embodiment of the gap between urban and rural areas in the field of education,such as the level of urban and rural economic development and the imbalance of population quality.Therefore,to fundamentally solve this problem,it is still necessary to narrow the gap between urban and rural areas,revitalize the rural economy,and improve the current situation of rural human resources.In this way,the high-quality and balanced development of compulsory education can be realized.Taking the concept of educational equilibrium as the starting point,taking the theory of educational equity and the theory of human capital as the theoretical basis,this paper analyzes the policy measures and achievements adopted by Qinhuangdao City to promote the balanced development of urban and rural compulsory education,and compares the requirements for the high-quality and balanced development of urban and rural compulsory education,and finds that there are still problems in Qinhuangdao City,such as the difference in the allocation of urban and rural education resources,the small number of rural students,and the large class size of urban schools,which are caused by the differences in social resources and student sources caused by the unbalanced development of urban and rural economies.Therefore,it is proposed to reduce urban and rural economic resources,improve the current situation of rural human resources,innovate the school-running model,standardize the further education system,improve teachers,improve social satisfaction,and promote the transformation of urban and rural compulsory education from basic balance to quality and balance. |
