business volume,China has become a veritable express power.Express delivery has become a basic service industry to serve people’s livelihood and support consumption,and its leading and basic role in the national economy is highlighted.At the same time,the current express industry and other industries between the synergy effect is increasing.From the point of view of local government,how to develop the express delivery industry reasonably in a certain region,give full play to the function of government,has certain scientific research value.In December 2016,Qingpu District was approved as the national express industry transformation and development demonstration zone,and firmly grasp the development of the express delivery industry typical,as the national express logistics headquarters gathering area,which is responsible for the national express industry transformation demonstration zone,the national torch Qingpu intelligent logistics characteristics of the pilot project and other demonstration pilot tasks.At this critical stage of industrial transformation and development,the express industry has complexity,service,speed,and thesecharacteristics are not in the clouds,but can government functions,so as to promote the development of the express delivery industry in Qingpu District.The main research object of this paper is Qingpu District,which is located on the outskirts of Shanghai,and on this basis analyzes how great the development advantage can bring to the correct change of government function.And the existing government functions to solve the existing problems,supplemented by other countries,urban express industry development experience of the optimization of government functions for a comparative analysis,and actively explore the development of the express industry related to the optimization of government functions and optimization measures,focusing on the development of the Qingpu express delivery industry in the optimization of government
