Research On The Improvement Of Rural Human Settlement Environment From The Perspective Of Campaign-style Governance

In 2018,the General Offices of the CPC Central Committee and The State Council issued the Three-year Action Plan for Improving Rural Human Settlements(2018-2020),and in 2021,the five-year Action Plan for Improving Rural Human Settlements(2021-2025).The eport of the Party’s wenty ational congress pointed out:"We will improve environmental infrastructure and improve urban and rural living environments." To build a"livable,employable and beautiful countryside",we should continuously improve the level of basic public services in rural areas and the living environment in rural areas.In recent years,vigorous and vigorous rural living environment remediation work mainly adopts the way of campaign governance,through special actions,surprise remediation to promote and solve problems,while achieving certain results,there is also a rebound of problems,to enhance the rural living environment,improve the rural image caused obstacles,to the grassroots government governance challenges.G Town has made some achievements in the three-year action of human settlement environment improvement.The number of beautiful villages has been increasing year after year,the toilet revolution has won victory,and the garbage disposal is on the right track.However,with the end of the improvement campaign,the rebound of environmental problems also keeps happening,and the phenomenon of sudden cleaning during inspection still exists.Based on the theories of campaign governance and participatory governance,this paper conducts literature research at home and abroad,surveys and visits relevant functional departments,and takes the governance of rural environmental problems in G Town as an example,studies the process of campaign governance through case analysis and interview methods,and points out that under campaign governance,the rural environment has been rapidly improved in a short period of time.However,at the same time,there are some problems,such as superior reporting and accountability greater than support and guidance,limited cooperation between departments,large gap of remediation funds,and rebound of living environment after acceptance.Based on the analysis of this case,the author tries to put forward a combination of sports-style governance and participatory governance.Through participatory governance,the author tries to make up for the deficiencies of sports-style governance,popularize and integrate the good experience and practices of sports-style governance into the work of participatory governance,so as to improve the sports-style governance,which is conducive to improving the rural governance capacity and promoting the efficient realization of government functions and tasks.It provides reference for the management of rural environmental problems.With the further improvement of the level of rural ecological civilization construction and the further advancement of the construction of"ecologically livable" villages in the new era,the difficulties and problems in the improvement of rural human settlements will be gradually solved,and the quality of rural human settlements will be greatly improved.
