Study On The Normative Construction Of The Party’s Democratic Centralism

Since the new era,democratic centralism,as the Party’s fundamental organizational system,leadership system and code of political life,has been expanding its scope of application,achieving new theoretical and practical fruits,highlighting new governance effectiveness and releasing new institutional advantages.The 20th Party Congress even placed democratic centralism at the core of the construction of the Party’s regulatory system,thus promoting the construction of the socialist rule of law system with Chinese characteristics.However,the research on the Party’s democratic centralism has been mainly focused on the combing of its historical context and the analysis of its connotation and function,but little research has been conducted on its role in the construction of Party rules and regulations.Therefore,the research on the normative construction of the Party’s democratic centralism can make up for the shortcomings of theoretical research,and is the right thing to do to improve the Party’s regulatory system,perfect the national legal system and build the socialist rule of law system with Chinese characteristics.This paper focuses on the theme of the normative construction of the Party’s democratic centralism,takes the basic theory as the starting point,takes the concrete practice as the entry point,composes the historical lineage of the Party’s democratic centralism,analyzes the necessity and feasibility of the normative construction of the Party’s democratic centralism,explores in depth the problems in the process of normativeization,and puts forward ideas and suggestions for the normative construction of the Party’s democratic centralism.This paper will be discussed in the following four chapters:Chapter 2 provides an overview of the normalization of the Party’s democratic centralization system.First,the relevant concepts and functions of the Party’s democratic centralism are identified and analyzed,focusing on the relationship between democracy and centralization and theoretical analysis of the constitutional expressions on democratic centralism.Secondly,the meaning and purpose of normalization are elaborated,and the current situation of the normalization of democratic centralism is sorted out.Finally,the historical experience of the Party’s democratic centralism is summarized in order to provide support for subsequent studies.The third chapter is an analysis of the necessity and feasibility of the normative construction of the Party’s democratic centralism.On the one hand,the urgency and rationality of strengthening the normative construction of the Party’s democratic centralism is analyzed from the perspective of giving full play to its own institutional advantages,promoting the rule of law of the Party’s rule system and advancing the modernization of the Party’s internal governance.On the other hand,the political,institutional and theoretical and practical foundations are used as the starting point to argue the feasibility of the normative construction of the Party’s democratic centralization system.Chapter 4 is the problems and causes in the normative construction.Among them,the problems mainly include the inadequate system of regulations and systems,the imperfect party rules reflecting the party’s internal democracy and concentration,and the lack of supervision and guarantee mechanisms.As for the causes of the problems,they are mainly discussed at three levels:the formulation and implementation of party rules and regulations,the guarantee level of the regulations and system,and the awareness of party members and cadres.Chapter 5 is the path of the standardized construction of the Party’s democratic centralism.On the basis of the aforementioned theoretical research,the feasible paths are explored from the vertical and horizontal perspectives for the relevant issues discussed in Chapter 4.At the vertical level of party regulations,the main focus is on the study of party regulations,guidelines and ordinances that embody the spirit of the party’s democratic centralism,promoting the construction of organizational and disciplinary regulations,modifying and supplementing the corresponding guidelines and ordinances,and formulating the implementation regulations at an appropriate time and in an appropriate manner.At the level of horizontal democratic centralism content,it mainly deals with the standardization of democratic management,democratic decision-making,collective leadership and inner-party supervision from both democratic and centralized aspects.
