A Research On The Implementation Of Party Regulations From The Perspective Of Democratic Centralism

Observations upon multiple cases in vast spaces for a long term reveal that there are paradoxes in all three key links of the implementation of the Party regulations.As to the learning link,the stubborn problem of “going through the motions perfunctorily”is contradictory with the requirement of “keeping in mind”.For the link of formulating supportive stipulations based on actuality and superior Party regulations/systems,the top-down and between-peer “replication and homogeneity”of system texts goes against the ideal of “adapting to reality”.With respect to the implementation link,the “underloaded-overloaded” swing implementation goes the other way with the aim of an “orderly implementation and governance”.Why are there such paradoxes? Taking "the relationship between organizational structure and organizational norms" as the theoretical entry point,this study focuses on the real process and real problems of the implementation of Party regulations in the context of democratic centralism,explores the generation mechanism of paradoxes in the implementation of Party regulations,and proposes countermeasures on this basis.The study concludes that: the democratic centralism functions as the "meta-regulation" of Party regulations,and Party regulations are the concrete presentation and explanation of democratic centralism;as an organizational principle,the democratic centralism determines the specific relationships between organizations at different levels within the Party,between Party members and Party organizations,and between Party members with different identities,thus forming the "field characteristics" of the implementation of Party regulations;as a leading system,the democratic centralism fixes the basic allocation modes of decision-making,executive and supervisory powers during the Party activities,thereby defining the "logic" of interaction between Party members/specific Party organizations and the Party regulations.In this way,the democratic centralism profoundly impacts the implementation of Party regulations from the static sense of organizational structure to the dynamic sense of leadership process,acting as the "structural influencing factors" of the implementation of Party regulations.Specifically,the democratic centralism determines the "political task mode" of the implementation of Party regulations,and the top-down promotion provides political guarantee and structural impetus for the effective implementation of Party regulations.In real practice,however,because Party members and carders do not have a thorough understanding of democratic centralism,do not adhere to it radically,or even destroy it,there is a certain degree of alienation in the power structure and leadership mechanism of the Party,which in turn leads to the perfunctory learning,replicated and homogeneous concretization and “underloaded-overloaded” swinging implementation of Party regulations.Consequently,the implementation of Party regulations is weakened.According to the intrinsic correlation between democratic centralism and the process of implementing Party regulations,the key to promoting the effective implementation of Party regulations lies in: unswervingly adhering to the basic principles of democratic centralism,correctly implementing the democratic centralism,and resolutely maintaining the centralized and unified leadership of the CPC Central Committee and the unity of the Party;actively realizing the concretization and proceduralization of democratic centralism to laying down a standardized and clear organizational structure and scientific leadership mechanism;adhering to improve the Party's internal democracy,stimulating the enthusiasm of all Party members/cadres and Party organizations at all levels,cultivating the awareness of Party regulations and “rule of law” thinking,and realizing the rule of the Party in accordance with regulations.The paper is divided into six chapters,including the Introduction and the main text.The Introduction explains the awareness of problem,research overview,research value,research methodology,and research framework.The main text,composed of five chapters,advances in the "general-deduction-summary" logical order.The first chapter analyzes the connection between democratic centralism and the implementation of Party regulations from the theoretical perspective,constructing a theoretical framework for the subsequent analysis.The study points out that: as CPC's organizational principle and leadership system,the democratic centralism determines the Party's internal structural relations and modes of activity,thus defining the basic characteristics of field for implementation of the Party regulations;the rigorous organizational structure and organizational discipline provide organizational guarantee and motivation for implementation of the Party regulations.In addition,the inadequate implementation of democratic centralism leads to the complication of fields for the implementation of Party regulations and restricts the effect of the implementation of Party regulations.The second,third and fourth chapters deal with the paradoxes in the three links of the implementation of Party regulations.Following the logical framework of "phenomenon description-paradox revelation-cause analysis",and taking the "relationship between organizational structure and organizational norms" as the theoretical entry point,each chapter carries out analysis in the context of democratic centralism to ensure the unity of research perspectives and focus of research issues.Chapter II sheds lights on the learning process of Party regulations.It first analyzes the top-down organized learning process and the paradox,then discusses the efficacies and shortcomings of the learning of Party regulations,and finally figures out the deeper reasons for contradictions in the learning of Party regulations in the context of democratic centralism.Chapter III focuses on the concretization of Party regulations.It firstly reveals the replication and homogeneity of the concretization of Party regulations based on empirical analysis,then assesses the rationality and harm of the replication and homogeneity,and finally reveals the deeper reasons of the replication and homogeneity from the perspective of the organizational behavior logic.Chapter IV explores the implementation link of Party regulations.It firstly discusses the indication,timing and process of the overloaded implementation of Party regulations,then states the indication,process and hazards of underloaded implementation of Party regulations,and finally analyzes the causes of swinging implementation of Party regulations based on the dynamic adjustment of decision-making,execution and supervision powers.Chapter V is a summary of the whole text.It analyzes the causes of the existing problems in the implementation of Party regulations from the organizational structure perspective,and puts forward according suggestions to promote the real implementation of the strategy to rule the Party by regulations: in the macro structure,we shall unswervingly adhere to the basic principles of democratic centralism and actively refine the democratic centralism to realize its concretization and proceduralization,thereby laying down a standardized and clear organizational structure and a scientific leadership mechanism for the implementation of Party regulations.In terms of the micro process,we shall standardize the mutual relationship among the actors in the implementing of Party regulations;make balanced development of supervision forces for the implementation of Party regulations;and effectively cultivate the awareness of Party rules and regulations among Party members and cadres,thus promoting the actors to consciously comply with the rules and regulations,and use and protect them.
