| As a special group in the society,retired soldiers play an important role in national defense security and ideology,which is crucial to social harmony and progress.At present,about 500,000 soldiers are withdrawn from active service each year,and most do not meet the working conditions arranged by the government.In order to solve the problem of retired soldiers,the government needs to further strengthen the employment and entrepreneurship support of this group to help them realize their self-worth.Based on the theory of service-oriented government and labor market,combined with the reality of J City,this paper studies the employment and entrepreneurship of government service guarantee by means of questionnaire and interview,the existing problems of pendulum survey,analysis of the internal causes,and then targeted countermeasures and suggestions.This paper reviews the historical evolution of the employment and entrepreneurship policy of the retired soldiers,and expounds the specific measures taken by the J city government to support the employment and entrepreneurship of the retired soldiers,the overall analysis of the current J city government to support the employment and entrepreneurship of retired soldiers of the basic status quo.Through questionnaires and interviews,we found the problems in the process of government support for retired soldiers'employment and entrepreneurship,including:the policy effect is not obvious;the education and training are not in place;the service guarantee is not sufficient;the coordination and interaction are not smooth.In view of the above-mentioned problems,this paper analyzes the reasons behind the problems,including:the government service consciousness is not strong,the service idea relatively lags behind;the policy system is not perfect;the system mechanism is not complete.In order to expand the research ideas,this paper combs the experiences and practices of the United States,Britain,Russia,South Korea and other countries,and sums up the points for reference With a wide coverage,rich form of education and training system,with a comprehensive function,a large number of social organizational structure.Finally,this paper puts forward the following countermeasures:first,improve the employment and entrepreneurship policies and regulations,second,all-round education and training,third,broaden the channels of employment and Entrepreneurship,fourth,actively guide the participation of multiple forces.It is expected to provide useful reference and guidance for local governments to optimize the employment and business start-up services for retired soldiers. |
